HHS Study to determine the feasibility of a tribal self-governance demonstration
project for appropriate programs, services, functions, and activities (or portions
thereof) of the Department of Health and Human Services (HHS).

Here are issues that were raised to the Centers for Medicare & Medicaid
Services during its consultation meetings with the Tribes in 1999 and through
other meetings and requests.
The 1996 Memorandum of Agreement -- CMS
and IHS
This memorandum of agreement (MOA) was established to delineate the roles and
responsibilities of the Centers for Medicare & Medicaid Services (CMS) (at
the time of the agreement CMS was named HCFA) and the Indian Health Service
(IHS) in implementing a change in payment policy for Medicaid services.
