HHS Tribal Self-Governance Feasibility Demonstration Study (at hhs.gov)
HHS Study to determine the feasibility of a tribal self-governance demonstration project for appropriate programs, services, functions, and activities (or portions thereof) of the Department of Health and Human Services (HHS).

The 1996 Memorandum of Agreement -- CMS and IHS
This memorandum of agreement (MOA) was established to delineate the roles and responsibilities of the Centers for Medicare & Medicaid Services (CMS) (at the time of the agreement CMS was named HCFA) and the Indian Health Service (IHS) in implementing a change in payment policy for Medicaid services.
