                    SENATE CONFIRMS DALE CABANISS TO SECOND TERM

On October 24, 2003, the United States Senate confirmed Dale Cabaniss to a second five-year term as a Member of the Federal Labor Relations Authority, expiring July 29, 2007. 

Ms. Cabaniss previously served as a Member of the Authority decisional component of the FLRA from December 1997 to March 2001.  On March 8, 2001, President George W. Bush designated Ms. Cabaniss as FLRA Chairman.  In this capacity, she serves concurrently as an Authority Member and also as the chief executive officer of the FLRA.

Prior to joining the FLRA, Ms. Cabaniss served as a professional staff member on the Senate Appropriations Subcommittee for Labor and Health and Human Services, where she served as the principal legal advisor to the Chairman, Ted Stevens of Alaska.  Ms. Cabaniss also served as the Chief Counsel for the Senate Governmental Affairs Subcommittee on Post Office and Civil Service.  In addition, she worked for Senator Frank Murkowski of Alaska as his Legislative Director and Legislative Assistant.  Ms. Cabaniss holds a J.D. degree from the Columbus School of Law at Catholic University and a B.A. degree from the University of Georgia.

An independent Federal agency, the FLRA administers the labor-management relations program for non-Postal Service Federal employees worldwide, nearly 1.1 million of whom are exclusively represented in more than 2,000 bargaining units.  Three statutory components comprise the FLRA:  the Authority, decisional component; the Office of the General Counsel, which processes unfair labor practice charges and representation petitions through seven Regional Offices; and the Federal Service Impasses Panel, which resolves impasses between Federal agencies and unions representing Federal employees arising from negotiations over conditions of employment.
