Named after a former U.S. Senator, the Thomas F. Eagleton United States Courthouse is located at 111 South 10th St. in Downtown St. Louis, Missouri. The facility is over a million square feet and the largest single courthouse in the country.  At 29 stories tall, the courthouse is a major landmark for the city of St. Louis.  The exterior of the building follows a classical tripartite scheme, which utilizes split-level stacking concept.

The most recent Tenant Satisfaction Survey indicates that 98 percent of Eagleton tenants are satisfied with the Downtown St. Louis Field Office and the Eagleton Courthouse.  The field office would like to thank each tenant that completed the survey. The field office utilizes the information obtained from the survey to make changes that will lead to greater customer satisfaction.

General Building Information

Hours of Operation

The Eagleton Courthouse is open from 7:00 a.m. - 6:00 p.m., Monday – Friday.  Visitors must have a valid ID and must pass through security screening before being granted entry. Visitors only have access to public spaces in the building.

Parking

The Eagleton Courthouse offers secure interior parking for employees. The Courthouse Parking Association assigns employee and handicap parking spaces. The association uses regulations that dictate the number of parking spaces for designated agencies and the excess parking spaces are then assigned to tenants on a waiting list. Assignments will change from time to time as some tenants vacate or are reassigned. Please contact the GSA office for more information.

Construction Projects

A great deal of construction activity is occurring at the Thomas F. Eagleton Courthouse.

  • Vehicle barriers were installed for the garage entrance and exit lanes.  Typically, the new barriers will be lowered during peak traffic periods in the morning and afternoon. 
  • Last year, cleaning and sealing began on the exterior precast.  Due to the inclement weather this winter, the project was postponed until conditions were favorable for work to proceed. This project will be finished in the summer of 2004.  All the windows will be washed after the waterproofing process is completed. 
  • The contract awarded to test and balance the water and air systems for our heating, ventilation and air conditioning equipment is 67 percent complete.  With the exception of the stairwell pressurization system, all work has been completed on floors above the 20th level.  Work is progressing on the installation of the new unit heaters and fan terminal units on various levels to provide adequate space comfort.   New variable frequency drives on the condenser, chilled water and heating pumps were installed last month.  We anticipate this project to be completed in the summer of 2004. 
  • New soundproofing materials where installed in the Bankruptcy Chambers and Grand Jury room.  This project was completed in January, 2004.
  • As part of the Fire Alarm Upgrades project, a contractor is modifying the fire suppression system on the 8th floor.  The contractor has installed additional unit heaters in the west stairwells that serve the basement floors to level 4.  In May, 2004, the fire alarm speakers and strobes will be tested after-hours.  Information will be provided to the tenants when a specific date is scheduled to accomplish the testing.  This project also includes additional signage in the stairwells to identify re-entry levels.   
  • GSA is soliciting bids to core drill and install conduit for the new electronic turnstiles.  We anticipate the installation of the new electronic turnstiles for the East and West entrances in the summer of 2004.  A contract will also be awarded in fiscal year 2004 to install new handicapped entrance doors.
  • On April 8, 2004, GSA held the 30 percent design review meeting for the construction of additional holding cells for the Magistrate courtroom.   A contract will be awarded this year to add Magistrate holding cells with an option to modify all the existing holding cells adjacent to the courtrooms.
  • Later this year, new trees and bushes will be planted around the courthouse to replace dead and missing plants.  New benches, smoking urns and garden area walk pads will be installed.  In addition, the concrete jersey barriers that protect the perimeter of the Courthouse will be painted to improve the aesthetics of the exterior perimeter.

News and Events

  • The Eagleton Courthouse 2004 Customer Satisfaction Survey is coming in May! Please take a moment to fill out the survey. The survey provides an anonymous avenue for tenants to express his or her thoughts to the building management. GSA utilizes the survey data to plan future repair and alterations projects and to create action plans to correct problems. Overall, satisfying tenant workspace needs is the number one priority for GSA.
  • Recently artist Valerie Jaudon visited the Thomas F. Eagleton Courthouse to examine the progress of the Plaza Development. The combination park and garden is expected to be complete in July 2004.  Jaudon is dedicated to providing St. Louis with both a long-lasting and beautiful urban retreat. Jaudon has studied art at several distinguished universities within the U.S., England and Mexico. Jaudon’s first solo exhibition was at the Holly Solomon Gallery in New York in 1977 and since then the artist has had twenty-eight one person shows, most recently at the Stadel Museum in Germany and the Mississippi Museum of Art. Jaudon’s work can be found in numerous art exhibitions, private collections and public collections including the Museum of Modern Art in New York, Museum of Modern Art in Austria, and the St. Louis Art Museum.  Jaudon’s artwork offers a unique opportunity to create an environment that functions both as a work of art as well as a practical garden for all St. Louis residents and visitors to enjoy.

Tenant Meetings

Agency leaders, building management and service contractors (cafeteria, custodial and mechanical) constitute the Tenant Board.  The Tenant Board meets on the first Thursday of the month to discuss facility concerns and share helpful information. The meetings are held on the 28th floor conference room.  Contact GSA for more information.

Buildings Tours

Tours of the building are available upon request. The U.S. District Courts conduct tours of the public areas of the courthouse including the East Entrance Atrium, the Harry A. Blackmun Rotunda and the En Banc Courtroom Lobby Area. Please call the number listed in the contact table below to make reservations.

Building Amenities

Cafeteria

The cafeteria is located on the first level of the building.  Hours of operation are Monday – Friday, 7:00 – 10:00 a.m. for breakfast and 11:00 a.m. – 2:00 p.m. for lunch. The grill area closes at 1:45 p.m.

Vending Machines

The cafeteria provides vending services. Below is a list of vending products and locations within the building.  All malfunctions and refunds may be reported and obtained in the Cafeteria.

Gateway Metro Credit Union

The Gateway Metro Credit Union is located on the first floor and operates 24 hours a day, seven days a week. All malfunctions may be reported directly to Gateway Metro at the number listed below.

Fitness Center

The fitness center is located on the first floor and is available to the U.S. court employees for membership. The center operates 24 hours a day, seven days a week. Eligible tenants can obtain a waiver from the U.S. Court of Appeals. Please contact Michael Gans for further information at the number listed below.

Employee Health Unit

The Health Unit is open Monday thru Friday from 8:00 a.m. to 4:00 p.m. The Unit has two full-time nurses and a doctor that visits 16 times a month. The team responds to medical emergencies throughout the building and provides free services such as blood pressure screenings/readings, electrocardiograms, administration of allergy extract, influenza vaccine, tetanus vaccine, and Mantoux test (TB). The unit schedules physical examinations annually which are based on agency participation numbers. In addition, the nurses provide wellness activities within the building and to off-site participating agencies. The activities include a monthly newsletter, flu vaccines, diet & exercise, stress management, alcohol & drug abuse counseling referrals and assistance in quitting smoking. The Employee Health Unit also provides support to American Red Cross blood drives. Please contact the Health Unit for further information.
