Transportation Employee Relocation, Schedule 48

GSA's employee relocation services are available under Schedule 48, Transportation, Delivery and Relocation Solutions (TDRS), for employees and their families being transferred to new duty stations anywhere within the continental United States and Puerto Rico. Some services are also available overseas.

Government employees relocating to another duty station may use the TDRS Schedule to take the stress out of relocating employees. Relocation experts can help employees and their families market and sell homes, find new homes, ship possessions, and obtain information on schools, taxes, and commuting. 

Services offered include:

  • destination area services,
  • home marketing assistance,
  • home sales services,
  • household goods move management services,
  • mortgage counseling,
  • relocation management, and more.

NOTE: The Special Item Numbers (SINs) listed below were on former Schedule 653. The numbering will remain the same on the TDRS 48 schedule. 

SIN 653-1, Relocation Services Package

  • Home Sale Services: 1) Appraised Value Sale - The appraisal leads to a guaranteed offer. The employee sells their home to the contractor after marketing the home according to agency guidelines. The contractor places the home back on the market for resale. 2) Amended Value Sale -  A valid offer from a qualified outside buyer leads to the contractor purchasing the home from the employee and closing with the independent buyer.
  • Home Marketing Assistance: The contractor assists the employee in the marketing of their home. A marketing strategy is developed, and the contractor assists the employee in evaluating offers and negotiating with potential outside buyers. This is provided either in conjunction with or independent of the home sale service.
  • Destination Area Services: Upon notification of transfer, the contractor helps the employee become familiar with their new location. The contractor can provide the employee with renter assistance, buyer assistance, and mortgage counseling.
  • Reports: The contractor sends reports to assist agencies in tracking their relocation activities. The content of the reports may be customized by the agency.

SIN 653-2, Property Management Services: The contractor manages the employee's property at the old duty station. Services include establishing rental value, screening tenants, managing rent, and property maintenance.

SIN 653-4, Additional Services: This includes cost of living analysis, closing assistance, expense management, rental management, entitlement counseling, group move assistance, and international move assistance.

SIN 653-5, Agency Customization Services: This includes special property (difficult to sell) services, home sale and marketing assistance, close only services, and buyer value option.

SIN 653-6, Training and Travel: This includes training customized to fit the needs of the agency. Travel, in accordance with the Federal Travel Regulation, can be used in support of training.

SIN 653-7, Move Management Services: The contractor provides a total package of move management services including transferee entitlement and pre-move counseling; carrier selection; preparation of bills of lading; shipment booking; service performance and prepayment audits; claims preparation assistance; and onsite quality control.
