e-Tools Integrated Acquisition Environment (IAE)

Simplified. Secure. Seamless e-Acquisition.

The U.S. Government is the world’s largest purchaser of goods and services. Thousands of vendors supply millions of different products to agencies. To streamline federal acquisition, the U.S. Office of Budget and Management mandated new processes. These are being developed under the Integrated Acquisition Environment (IAE) initiative—one of the E-Government (E-Gov) initiatives identified in the President’s Management Agenda. The IAE vision is a secure business environment that facilitates and supports the cost-effective acquisition of goods and services in support of mission performance.

IAE is a governmentwide effort, under the management of GSA, to unify and simplify cross-government and government/vendor acquisitions. More than 190 professionals from over 29 federal agencies have offered their diverse perspectives, processes, resources, and requirements to planning and development activities. The result is a flexible solution that consolidates acquisition data, streamlines business processes, and connects business and government agencies via the Internet. Sharing common acquisition functions, processes, and accompanying data will enable all agencies to make more informed procurement, logistical, payment, and performance-assessment decisions.

Benefits
Through IAE, agencies and vendors will profit from past experience as well as the efficiency of the Internet. IAE will enable agencies to:

  • Simplify and enhance research for vendors and products. No more multiple catalogs, endless websites, or telephone calls.
  • Uncover new sources and smaller suppliers. When bidding on government contracts is faster and easier, even small companies can compete for business. And more competition means better quality goods and services at a lower cost.
  • Improve financial reconciliations. Agencies can conduct business with other agencies electronically to eliminate mismatched data.
  • Manage the acquisition lifecycle with real-time information. IAE will enable complete decision-support data every step of the way, from initial planning and strategic sourcing to ongoing vendor statistics and performance measures.
  • Learn from the experience of other federal agencies. No matter how specialized the mission or unique the purchasing challenge, chances are that another agency has faced—and solved—a similar problem. Applications and approaches that are proven performers for others can be reused and adapted.
