Greater Southwest (7) Telecommunications Local Services for New Mexico

The GSA Greater Southwest Region awarded a telecommunications local services contract to Tanager Telecommunications, LLC.  Tanager is a small business certified to provide local services in New Mexico.

This contract offers a wide range of voice and digital local services to include point-to-point data connectivity and various Internet access offerings. The local service offerings range from a single analog line to bulk rate and primary rate interface services.

CONTRACT TYPE:  Indefinite Delivery/Indefinite Quantity.

CONTRACT TERM:  The contract was awarded on June 25, 2004, for a two-year base period, with three one-year options. 

RATE GROUPS:

  1. Las Cruces;
  2. All other New Mexico localities served by the Regional Bell Operating Company (RBOC), except the Albuquerque metropolitan area; and
  3. All other New Mexico localities served by Competitive Local Exchange Carriers (CLECs).

EXCLUSIONS:

  • Localities served by the Albuquerque Metropolitan Area Acquisition (MAA) contract.
  • Private Branch Exchanges procured under the Aggregated System Procurement (ASP) contract.

NOTE: Exceptions to the exclusions may be granted if services available on the Telecommunications Local Services contract for New Mexico are not provided by the Albuquerque MAA contract.

FULL SERVICE ORDERS — GSA will:

  • Process request from the customer agency;
  • Prepare and issue the order to vendor;
  • Maintain an inventory in the  Telecommunications Ordering & Pricing System (TOPS);
  • Issue the invoice to the customer agency; and
  • Receive the invoice payment.

DIRECT ORDER/DIRECT BILL — The customer agency will:

  • Contact the GSA Contracting Officer to request direct order authority as an Agency Designated Representative (ADR);
  • Submit the order to the vendor; and
  • Receive and process payment of the invoice issued by the vendor.

LOCAL SERVICE OFFERINGS:

  • Single analog lines;
  • Centrex lines;
  • Basic Rate Interface (BRI);
  • Primary Rate Interface (PRI);
  • T1; and
  • DS3.

BASIC SERVICE FEATURES:

  • Call forward option, including:  Busy; No answer; Variable, and Internal/external;
  • Call hold;
  • Call pick-up;
  • Call transfer;
  • Three-way conferencing; and
  • Hunting.

INTERNET SERVICE OFFERINGS:  Services offered are dependent on availability of local technology.

  • Dial-up Internet access;
  • Digital Subscriber Line (DSL) Internet access;
  • Dedicated Internet access; and
  • High Bit Rate DSL (available in many locations).
