Heartland (6) Robert A. Young Federal Building

The Robert A. Young (RAY) Federal Building, located in the downtown St. Louis central business district, stands 20 stories tall. It provides functional office space for numerous federal agencies in downtown St. Louis.

The RAY Building was built in 1931 for warehouse use by the Terminal Railroad Association of St. Louis. In 1941, the government acquired the property from the Terminal Railroad Association for the Department of Army. The property was then transferred to GSA in 1961.

The building is eligible for listing on the National Register of Historic Places. The facility offers each tenant agency modern office space suitable for advanced technology office automation.

Federal Tenants may make use of the cafeteria, snack shops, fitness center and daycare center. Details about these amenities are summarized below. In addition, information about building news and events is offered below.

General Building Information

Hours of Operation

The RAY Building is open 6:00 a.m. - 6:00 p.m., Monday – Friday. Visitors must have a valid ID and must enter in through the security checkpoint at the main lobby. The individual’s ID badge must be worn at all times while in the building.

Parking

There is parking available around the RAY building and in the immediate vicinity surrounding the building. There are parking spaces next to the building that tenants can lease from GSA. In addition, there are many parking lots close by where tenants can find covered or uncovered parking for very reasonable rates. 

Construction Projects

The RAY Building is in the initial stages of a major lobby renovation project that will transform the existing lobby. Design options have been submitted and GSA is currently in the process of choosing the best design. Each of the designs incorporates a more modern look, while also providing the lobby area with a brighter, friendlier feel. 

Downtown Informer

The Downtown Informer is the tenant newsletter for the St. Louis Downtown Field Office.  GSA uses this newsletter to discuss all projects and events that have been completed, and those that are in progress or scheduled for the future. The newsletter is published at various times throughout the year. 

Building Amenities

Cafeteria

The cafeteria is located on the first floor beyond the main lobby. Hours of operation are Monday – Friday, 6:00-9:30 a.m. for breakfast and 10:30 a.m.-1:15 p.m. for lunch. Snacks and drinks are served until 2:15 p.m. The cafeteria menu is changed daily and offers a variety of choices for the tenants of the building.

Jazzman Café

In March of 2004, a coffee cart was opened in the lobby area of the RAY Building.  Operated by the cafeteria, the Jazzman Café offers a wide variety of coffee-like drinks, as well as sandwiches and other types of food. In addition to the food and drink, the Jazzman Café also offers jazz tunes while customers wait for their order.

Blind Shop Convenience Stores

There are two convenience shops run by Rehab for the Blind located in the RAY Building.  One is located on the first floor next to the entrance of the cafeteria. It is open from 6:30 a.m.- 3:30 p.m., Monday through Friday. The other convenience shop is on the ninth floor located in the hallway just south of the west bank of elevators.

Fitness Center

The fitness center is located in the Basement Level of the RAY Building. The fitness center is open from 6:00 a.m. to 6:00 p.m., Monday through Thursday and from 6:00 a.m. to 2:30 p.m. on Fridays. Federal tenants may pay an annual membership fee to use the gym and its facilities.

Credit Unions

There are two credit unions in the RAY Building. Gateway Federal Credit Union is on the 1st floor.  Its hours are varied throughout the week, but it generally operates on a normal business work schedule. The other credit union is the Gateway Metro Credit Union, which is on the 3rd floor. Its hours are from 7:30 a.m. - 4:00 p.m., Monday through Friday.

Supply Store

GSA is currently in negotiations with a major retailer of office supplies to locate within the RAY building. The store will sell supplies that are on GSA schedule and can be legally purchased direct by all federal agencies.
