	Work-for-Others -- arrangements permitting private parties to conduct research and development at a laboratory for either a federal agency work for other agreement or a nonfederal agency work for others agreement. For proprietary R&D, the laboratory is paid for the full cost of the activity. If the work will be published, cost can be adjusted. Intellectual property rights generally belong to the user.
