The Habitat Conservation Division (HCD) implements NOAA Fisheries’ statutory authorities to conserve the habitats of marine and anadromous fishes within the States of Oregon, Washington, and Idaho, and in the Exclusive Economic Zone of the Pacific Ocean offshore of Oregon and Washington.  The most important of these several authorities are the Endangered Species Act and the Magnuson-Stevens Act.  HCD is the largest of the five Divisions that comprise the Northwest Region, reflecting the tremendous workload incumbent with serving the myriad habitat-affecting sectors of Pacific Northwest society.  The Division is composed of four Offices which are the Idaho State Habitat Office in Boise, Oregon State Habitat Office in Portland, Washington State Habitat Office in Lacey, and the Division Office in Portland that houses the Assistant Regional Administrator for Habitat Conservation and his support staff.  Additionally, each of the three State Habitat Offices have two remote Branch Offices.  HCD is oriented toward customer service and high productivity, cooperating with a great variety and number of land and resource managing entities that seek technical assistance in habitat conservation and assurance of regulatory compliance.
