BIOGRAPHIES OF OFFICE OF THE GENERAL COUNSEL MANAGEMENT STAFF

Pursuant to section 7104(f)(3) of the Statute, the General Counsel has direct authority over, and responsibility for, all employees in the office of the General Counsel, including employees of the General Counsel in the Regional Offices.  To accomplish this task, the General Counsel has a management staff in the Headquarters, located in Washington, D.C., and seven Regional Offices.   Headquarters management staff provide administrative oversight, and develop policies, guidances, and procedures that provide programmatic direction for the OGC's seven Regions.  Each Regional Office has a Regional Director and a Regional Attorney or Deputy Regional Director who provide leadership and management expertise for their respective Region.

Peter Eide, General Counsel

Peter Eide was appointed by President Bush to the position of General Counsel in April 2003. From 1975 to 1983, he was a Field Examiner with the National Labor Relations Board. From 1983 to 1987, he was with Martin Marietta Aerospace, first as an Employee Relations Administrator and then as the Manager of Salaried and Professional Relations. Mr. Eide also practiced labor and employment law with Akin, Gump, Strauss, Hauer and Feld in Washington, D.C., and Piper and Marbury in Baltimore, Maryland. Since 1990, Mr. Eide worked at the U.S. Chamber of Commerce, where he served as Director of Labor Law Policy. Mr. Eide is a graduate of Florida State University and the University of Maryland Law School.

Bill Persina, Acting Deputy General Counsel

Bill has been with the Federal Labor Relations Authority since 1980. Bill was appointed Acting Deputy General Counsel in August 2003. He was appointed the Acting Regional Director of the Washington Regional Office from February 2003 until his appointment as Acting Deputy General Counsel. Prior to these appointments, he served as an attorney in the FLRA’’s Solicitor’’s Office, including service as Deputy Solicitor and Solicitor. During his tenure in the Solicitor’’s Office, Bill has argued numerous cases in the federal courts, including the United States Supreme Court. He also served as former Authority Member and Chairman Don Wasserman’’s Acting Chief Counsel on several occasions. Prior to coming to the FLRA, Bill worked for the Federal Labor Relations Council and the National Treasury Employees Union. Bill graduated from the New York State School of Industrial and Labor Relations, Cornell University, with a Bachelor of Science degree, in 1968, and from the National Law Center, George Washington University, with a Juris Doctor degree, in 1972.

Richard Zorn, Assistant General Counsel for Appeals

Richard Zorn was recently appointed to the position of Assistant General Counsel for Appeals for the Office of the General Counsel. His responsibilities include management of the appeal review process of more than 500 unfair labor practice cases that are filed annually seeking review of a Regional Director determination not to issue a complaint. Previously, Mr. Zorn was the Special Assistant to the Deputy General Counsel for Legal Policy and Advice. In that position, which he held since 1996, Mr. Zorn was responsible for developing OGC’s Litigation and ULP Case Handling Manuals and other OGC Resources. He also has developed and delivered training programs to parties, drafted legal opinions and documents on novel issues. Mr. Zorn is also OGC’s Freedom of Information Act and Privacy Act Officer. He has worked for the FLRA since 1990, first in the Solicitor’s Office where he represented the FLRA in United States Circuit Court of Appeals litigation, and later on the staff of then-Member Tony Armendariz. He began his career with the Federal government as an appellate attorney with the Solicitor’s Office at the Department of Labor.

Mr. Zorn has a B.A. degree from Hobart College, in Geneva, N.Y., an M.S. in Health Services Administration from the Ohio State University, in Columbus, Ohio, and J.D. degree from the University of Dayton, in Dayton, Ohio. He resides in Rockville, Maryland.

H. Quinn Anderson, Assistant to the General Counsel for Alternative Dispute Resolution Services, Representation Cases and Case Management

Prior to his appointment as Assistant to the General Counsel, Quinn Anderson served as the Assistant Regional Director and Regional Representation Specialist in the FLRA Washington Region. He began employment with the FLRA in 1980 as a Supervisor in the Dallas Region. Prior to joining the FLRA, he worked as a Supervisor for the National Labor Relations Board, Baltimore Region.

Quinn graduated from Monmouth College with a B.A. degree in Business Administration and received his Masters Degree from the University of Illinois Institute of Industrial and Labor Relations. He has taken additional courses at Bowie State University Center for Alternative Dispute Resolution, Harvard Law School Negotiation Workshop and Cornell University.

Sarah Whittle Spooner, Assistant General Counsel for Legal Policy and Advice

Sarah Whittle Spooner was appointed to the position of Assistant General Counsel for Legal Policy and Advice in September 2003. Sarah joined the FLRA in 1996 as an attorney-advisor assigned to the Office of the then-Chair Phyllis N. Segal. Most recently she was a senior attorney assigned to the Office of Member Carol Waller Pope. She served on the task force implementing the FLRA’s new negotiability regulations, developed and delivered numerous training programs, and served a detail to the Office of General Counsel’s Washington Regional Office. Her prior experience includes clerking for a United States District Court Judge, the United States Attorney’s Office, and the New York State Attorney General’s Office of Civil Rights. Sarah is a graduate of Salem State College and Brooklyn Law School, and has taken numerous courses focusing on alternate dispute resolution, including the Harvard Law School Negotiations Workshop. Sarah has a Certificate in Public Management from the United States Department of Agriculture Graduate School in conjunction with George Washington University. She is a member of the bar of New York and the Court of Appeals for the District of Columbia Circuit.

Valerie Boozer-Hayden, Assistant Director of Operations and Resource Management

Valerie Boozer-Hayden has held this position since April 1999. In this capacity, Ms. Boozer-Hayden is responsible for assisting the General Counsel and Deputy General Counsel with the day-to-day management of the OGC’s operations and resources. Her primary duties include the overall management of the OGC’s Oracle case tracking databases and conducting program and management analysis to support and evaluate the OGC’s policy and program strategies. Valerie has worked for the FLRA in a variety of positions since 1986, including in as a Labor Relations Specialist on Authority Chairman/Members’ staff. She matriculated at the University of Maryland, College Park, graduating from Maryland’s University College Legal Studies program.

Brief Description of Regional Office Management

Regional Director

A Regional Director provides executive leadership in each of OGC's seven Regional Offices.  This person is responsible for planning, organizing, managing personnel and operations, and accomplishing the Region's workload.  This responsibility includes, among other things: (1) the investigation, analysis, resolution, and litigation of ULP cases and the processing of representation petitions; (2) the use of alternative dispute resolution case processing techniques in the disposition of ULP and representation cases; (3) the development of new approaches to integrating interest-based problem solving into regional case processing; and (4) establishing and implementing OGC policies and procedures as set forth in OGC Manuals and Guidances. 

Regional Attorney

A Regional Attorney, along with the Regional Director, is responsible for the management of the region's workload and acts as the Chief Legal Officer for the Region.  This responsibility includes, among other things:  (1) the investigation, analysis, resolution, of ULP cases and the processing of representation petitions; (2) supervising and directing the litigation of ULP cases; (3) the use of alternative dispute resolution case processing techniques in the disposition of ULP and representation cases; (4) along with the Regional Director and the Regional Office staff, the development of new approaches to integrating interest-based problem solving into regional case processing; and (5) serving as acting Regional Director in that person's absence.  

Deputy Regional Director

A Region's management structure may consist of a Regional Director and a Deputy Regional Director (DRD), in lieu of a Regional Attorney.  A DRD is not an attorney and therefore does not supervise or direct the Region's litigation of ULP cases.  However, the DRD supervises and directs the conduct of representation cases; manages the schedule of representation hearings; and reviews complex petitions to ensure the Region's approach is in accordance with OGC policy and Authority case law.  In most other respects, the DRD's responsibilities are the same as those of the Regional Attorney listed above under items 1, 3, 4, and 5.

 

Atlanta Regional Office

Nancy Speight, Regional Director

Nancy Speight was appointed the Regional Director of the FLRA’s Atlanta Region June 2001. Prior to this appointment, she served as the Associate to the Deputy General Counsel for Representation and Program Review, a position she held since 1993. In that capacity, she developed and implemented programs to evaluate the effectiveness of the processes used by the OGC to carry out its statutory mission. Other programs developed by Ms. Speight include those designed to increase the awareness and recognition of the work of the OGC among constituent groups. She was also responsible for reviewing all representation case work in the OGC. Further, she worked with several national agencies that have undergone extensive reorganizations in an effort to minimize representation issues and disruption to the exclusive bargaining relationships.

Until 1993, Ms. Speight was the Deputy Director of Operations for Field Management and managed regional operations for seven regional offices and four sub-regional offices. Ms. Speight began her career in the Federal service in 1972 with the Labor Management Services Administration (LMSA), U.S. Department of Labor.

Richard S. Jones, Regional Attorney

Richard S. Jones was appointed the Atlanta Region Regional Attorney in October 2002. He has worked in the Atlanta Region since 1984, serving first as a staff attorney and then as the Senior Litigation Specialist since 1989. Previously, he was an associate in the firm of Honigman Miller Schwartz and Cohn in Detroit, Michigan. Mr. Jones received his B.A. degree from DePauw University in Greencastle, Indiana, in 1979, and his J.D. degree from the University of Toledo College of Law in 1982.

Boston Regional Office

Richard Zaiger, Regional Director

Richard D. Zaiger was appointed the Regional Director of the FLRA’s Boston Region on June 16, 2002. Mr. Zaiger had been serving as the Acting Regional Director since January 2001. Up until that time he had been the Regional Attorney for the Boston Region since 1979. Prior to his appointment as Regional Attorney, Mr. Zaiger was employed by the National Labor Relations Board in its Appellate Court Branch in Washington, D.C. and as a supervisor in the Board’s Boston Regional Office. Mr. Zaiger is also associated with Boston College where he teaches courses in labor relations in both the graduate and undergraduate levels. Mr. Zaiger has also been associated with Babson College where he taught Industrial Relations in its MBA program for almost 20 years. Mr. Zaiger holds a B.A. degree in political science from the University of Massachusetts at Amherst (1964) and a J.D. degree from Boston College Law School (1967).

Phil Roberts, Regional Attorney

Philip T. Roberts was appointed the Boston Region Regional Attorney in March 2003.  He began his career in the Federal service in 1986 as a Field Attorney with the FLRA’s Atlanta Regional Office. Mr. Roberts transferred to the FLRA’s Chicago Regional Office in 1991, where he served first as a Field Attorney and later as the Region’s Dispute Resolution Specialist.  In 1997, Mr. Roberts served as Acting Director of the FLRA’s Collaboration and Alternative Dispute Resolution (CADR) program in Washington, D.C. 

 Mr. Roberts received a Bachelor of Arts degree from Northwestern University in Evanston, Illinois and a Juris Doctor degree from George Washington University in Washington, D.C.  Before coming to the Federal Labor Relations Authority, Mr. Roberts worked in the Washington, D.C. office of the law firm of Adair, Scanlon & McHugh, representing the Communications Workers of America, and in private practice.

Chicago Regional Office

Peter Sutton, Acting Regional Director 

Peter Sutton was named Acting Regional Director in January 2004. He has held the position of Regional Attorney in the Chicago Regional Office since 1991. Prior to becoming the Regional Attorney in Chicago, Mr. Sutton worked in the Washington Regional Office from 1979 through 1991 where he was first a Staff Attorney and then a Supervisory attorney. Mr. Sutton graduated from Holy Cross College in Worcester, Massachusetts, in 1975, and obtained a J.D. degree from the New England School of Law in Boston, Massachusetts, in 1979.

Dallas Regional Office

James Petrucci, Regional Director

James (Jim) E. Petrucci is the Regional Director of the Dallas Regional Office and has held that position since January 1991.  He had previously served as the Regional Director of the New York Region of the FLRA from September 1983 to January 1991, and as Regional Attorney of that Region beginning in June 1979.  Mr. Petrucci worked as an attorney with the Newark Region of the National Labor Relations Board from 1973 until leaving to join the FLRA in 1979.  He received a B.A. degree from La Salle University in Philadelphia, Pennsylvania, in 1970, and a J.D. degree from Seton Hall University School of Law in Newark, New Jersey, in 1973.

Charlotte A. Dye, Regional Attorney

Charlotte A. Dye has held the position of Regional Attorney with the Dallas Regional Office since 1998.   Prior to becoming the Regional Attorney, Ms. Dye served as the Dispute Resolution Specialist and Staff Attorney for the Dallas Region.  Ms. Dye received a Doctor of Jurisprudence from Texas Tech University School of Law and a Master of Public Administration from Texas Tech University Center for Public Service in 1991.

Denver Regional Office

Matt Jarvinen, Acting Regional Director

Matt Jarvinen began working for the Office of General Counsel in Washington, in 1984.  Matt Jarvinen was appointed Acting Regional Director in August 2004.  Prior to his designation as Regional Attorney in July 2003, Matt worked in the Denver Region as a Staff Attorney and became the Region's Litigation Specialist in 1989. Matt obtained his B.A. from Wesleyan University and his J.D. from George Washington University.

San Francisco Regional Office

Jerry Cole, Regional Director

Gerald (Jerry) M. Cole has been the Regional Director of the San Francisco Regional Office since 1996.  Prior to that time he was named the first and only Regional Attorney for the Los Angeles Region of the FLRA in June 1979.  Before coming to the FLRA, Mr. Cole worked as an Attorney for the Los Angeles Office of the National Labor Relations Board where he was promoted to Supervisory Attorney in 1975.  He has served on many task forces with the Authority, most notably a task force on litigation of ULPs.  This task force was a recipient of Vice President Gore's Hammer Award.  He received his undergraduate degree in political science from UCLA in 1968 and received his J.D. degree from the UCLA School of Law in 1971.

Jean Perata, Deputy Regional Director

Jean M. Perata has held the position of Deputy Regional Director of the San Francisco Regional Office since 1996.  She has been with the FLRA since its inception in 1979, working as an Authority Agent and then as a Supervisory Authority Agent.  Prior to joining the FLRA Jean was a Compliance Officer for the U.S. Department of Labor, Labor-Management Services Administration, administering the provisions of Executive Order 11491, as amended.  Jean obtained her B.A. degree from the University of California at Berkeley.

Washington Regional Office

 Robert Hunter, Regional Director

Robert Hunter was appointed Regional Director of the FLRA's Washington Regional Office in August 2003. Before his appointment as Regional Director, Robert Hunter served as the director of labor policy for the Mackinac Center for Public Policy, a Midland-based nonprofit, nonpartisan research and educational institute. Further, President Ronald Reagan appointed Mr. Hunter to the National Labor Relations Board in 1981, where he adjudicated more than 3000 labor law cases. He served as Chief Counsel to the U. S. Senate Committee on Labor and Human Resources in 1981. He also served as the chief legislative staffer for U. S. Senators Robert Taft Jr. and Orrin Hatch. Mr. Hunter received an LL.M. in Labor Law from New York University; a J.D. from Vanderbilt University Law School; and a B.S. from the University of Connecticut.
