Opportunity for Advancement

Once hired, employees are considered for promotion to a higher grade level based on an evaluation of their performance in their current job, and other relevant experience, awards, training, or outside activities. Some positions have a pre-determined promotion potential or an established career ladder. For example, at the FLRA, Attorneys and Labor Relations Specialists positions have an established career ladder to the GS-13 or GS-14 level.  Progression opportunities beyond the established career ladder may be possible, but are limited. 

GS employees generally must be in a grade for at least one year before being eligible for promotion to the next higher level. Some positions progress one grade at a time, e.g., Legal Assistants and Office Managers progress from GS-5 to GS-6 to GS-7; while other positions progress two grades at a time up to the GS-12 or higher level, e.g., Paralegal Specialists, progress from GS-7 to GS-9 to GS-11, while Attorneys progress from GS-9, to GS-11, to GS-12, to GS-13.
