   1. ELIGIBILITY


The targeted IECA/ECA Subscribers (users that obtain a certificate from the IECA/ECA) are limited to the following categories of entities, as detailed in Section 1.4.3.1 of the ECA CP, that may wish to communicate securely with each other or with Government representatives at local, state and Federal levels:

  • Employees of businesses acting in the capacity of an employee and conducting business with a US government agency at local, state or Federal level;

  • Employees of state and local governments conducting business with a US government agency at local, state or Federal level;

  • Individuals communicating securely with a US government agency at local, state or Federal level;

  • Workstations, guards and firewalls, routers, trusted servers (e.g., database, FTP, and WWW), and other infrastructure components communicating securely with or for a US government agency at local, state or Federal level.  These components must be under the cognizance of humans, who accept the certificate and are responsible for the correct protection and use of the associated private key.

*NOTE: Before you obtain an IECA/ECA certificate for website access, you must contact each web master to  ensure the web sites of interest will accept your certificate.  Likewise, before you obtain an IECA/ECA certificate for secure electronic mail, you must contact the relevant DoD agencies to ensure they accept IECA/ECA certificates.

You are eligible to receive a DoD PKI certificate if:

  • You are a DoD employee.

  • You are an entity inside the DoD firewall by residing onsite at DoD facilities or through VPN.

Otherwise, you meet the eligibility criteria for obtaining an IECA/ECA certificate, proceed to
