BIOGRAPHIES OF FLRA LEADERSHIP 

THE AUTHORITY CHAIRMAN AND MEMBERS

CHAIRMAN

Dale Cabaniss was nominated by President Clinton as a Member of the Authority in September, 1997, and confirmed by the United States Senate in November, 1997, for a five-year term. On March 8, 2001, Ms. Cabaniss was designated as Chairman of the Agency by President Bush. Before joining the FLRA, Ms. Cabaniss served as a professional staff member on the Senate Appropriations Subcommittee for Labor and Health and Human Services, where she served as the principal legal advisor to the Chairman, Ted Stevens of Alaska. Ms. Cabaniss also served as the Chief Counsel for the Senate Governmental Affairs Subcommittee on Post Office and Civil Service. In addition, she worked for Senator Frank Murkowski of Alaska as his Legislative Director and Legislative Assistant. Ms. Cabaniss received a B.A. from the University of Georgia and a J.D. from the Columbus School of Law at Catholic University. 

MEMBERS

Carol Waller Pope was nominated by President Clinton and confirmed by the United States Senate as a member of the Authority for a term expiring July 2004. Ms. Pope, a career Federal employee, had been the Assistant General Counsel for Appeals, for the FLRA Office of the General Counsel. Prior to that, Ms. Pope served as Executive Assistant to the General Counsel, and before that as an attorney in the FLRA's Boston Regional Office. Before joining the FLRA, Ms. Pope was employed as an attorney with the U.S. Department of Labor, Office of the Solicitor, Employee Benefits Division, Washington, DC. Ms. Pope has a B.A. degree from Simmons College, and a J.D. degree from Northeastern University School of Law, both of which are located in Boston, Massachusetts. 

Tony Armendariz was nominated by President Bush and confirmed by the United States Senate as a member of the Authority for a term expiring July 2005. Mr. Armendariz had previously been a Member of the Authority from December 1989 to March 1997. Prior to joining the Authority, Mr. Armendariz was General Counsel of the University System of South Texas, which comprised Corpus Christi State, Texas A & I, and Loredo State Universities. After the University System merged with Texas A & M University System in 1989, Mr. Armendariz became Assistant General Counsel in charge of litigation for the second largest university system in the State of Texas. For four years, he was a member of the staff of the Texas Attorney General's Office. While living in Caracas, Venezuela, Mr. Armendariz was associated with a law firm and also represented U.S. companies in that country. Mr. Armendariz holds a B.S. degree from Trinity University in San Antonio, a J.D. degree from St. Mary's University School of Law, and a Master's degree in Comparative Law from Southern Methodist University. He also studied law at the School of Law of the Universidad Catolica Andres Bello in Caracas.

  

OFFICE OF THE GENERAL COUNSEL

Peter Eide was appointed by President Bush to the position of General Counsel in April 2003. From 1975 to 1983, he was a Field Examiner with the National Labor Relations Board. From 1983 to 1987, he was with Martin Marietta Aerospace, first as an Employee Relations Administrator and then as the Manager of Salaried and Professional Relations. Mr. Eide also practiced labor and employment law with Akin, Gump, Strauss, Hauer and Feld in Washington, D.C., and Piper and Marbury in Baltimore, Maryland. Since 1990, Mr. Eide worked at the U.S. Chamber of Commerce, where he served as Director of Labor Law Policy. Mr. Eide is a graduate of Florida State University and the University of Maryland Law School.
 

THE FEDERAL SERVICE IMPASSES PANEL

CHAIRPERSON

Becky Norton Dunlop, who President Bush appointed to the Panel in February 2002, currently serves as Vice President of External Relations for The Heritage Foundation, where she oversees strategic outreach and communications to public policy institutions, state government officials, and business and community leaders. Mrs. Dunlop previously served as a senior official in the administration of President Ronald Reagan, including service in the White House as Deputy Assistant to the President for Presidential Personnel and Director of the President's Cabinet Office. From 1987 to 1989, she was Deputy Under Secretary of the Department of Interior and Assistant Secretary for Fish, Wildlife and Parks. In 1985 and 1986, she served in the Department of Justice as Senior Special Assistant to the Attorney General. She resides in Arlington, Virginia. Mrs. Dunlop will serve a term ending January 10, 2005.

MEMBERS

Richard Barber Ainsworth, appointed by President Bush to the Panel in February 2002, is a private sector senior executive with extensive experience in business, investment management, and strategic planning. Mr. Ainsworth received a B.A. from Yale University and an M.B.A. from the University of Michigan. He is a Vietnam Veteran who served on active duty with the United States Navy. Mr. Ainsworth is a resident of Cleveland, Ohio. His term is to end January 10, 2005.

Mark A. Carter, who was appointed by President Bush to the Panel in April 2002, practices law with the law firm of Heenan, Althen & Roles, Charleston, West Virginia. He is a national speaker, author, and officer of the American Bar Association (ABA) Section of Labor and Employment Law. Mr. Carter currently serves as the management Chair of the Annual Meetings subcommittee of the Section of Labor and Employment law of the ABA. He previously served on the Antitrust, RICO, and Labor Law Committee of the ABA. In addition, Mr. Carter has published numerous articles in the area of labor and employment law, including serving as a contributing editor of The Developing Labor Law, BNA Publications (2000). Mr. Carter received his undergraduate degree from the University of Michigan, Ann Arbor, where he was a Burnett Scholar. He received his J.D. from West Virginia University. Mr. Carter, who resides in Charleston, West Virginia, will serve a term ending January 10, 2009.

John G. Cruz, appointed by President Bush to the Panel in April 2002, practices law with a focus on transactional matters, including business, commercial, corporate, and environmental issues. A graduate of the University of Michigan Law School, Mr. Cruz was admitted to the California bar in 1979. He also holds a Bachelor's degree in Business, with emphasis in Accounting, from the California State University, Fullerton. Mr. Cruz is a member of the National Hispanic Bar Association and was formerly trustee and treasurer of the Hispanic Bar Association of Orange County, California. He has been active in numerous philanthropic organizations, including serving as a member of the board of directors for the Latino Coalition and for The Lincoln Club of Orange County, California, and served as a lecturer at the Instituto Tecnologico de Monterey, Guadalajara, Mexico. He is a member of the University of Michigan Alumni Association. He resides in San Clemente, California. Mr. Cruz will serve a term ending January 10, 2009.

Andrea Fischer Newman was appointed to the Panel by President Bush in February 2002. Ms. Newman is currently head of government affairs for Northwest Airlines. She has significant experience in labor-management negotiations and addressing employee disputes. Ms. Newman previously served with the administration of President Ronald Reagan as a special counsel for the assistant secretary of defense for acquisition and logistics, and as a deputy assistant to then Vice President George Bush. She has also been in private law practice with the Washington, D.C., law firm of Patton, Boggs. Ms. Newman received a B.A. degree from the University of Michigan and a J.D. degree from the George Washington University National Law Center. She serves on the board of directors of the Detroit Economic Club and was elected to the Board of Regents of the University of Michigan in 1984. She resides in Ann Arbor, Michigan. Ms. Newman's term will end January 10, 2007.

Grace Flores-Hughes, who President Bush appointed to the Panel in April 2002, at present, lectures on managing a culturally diverse workforce in the public/private sector. Previously, she was Vice President for Congressional & Inter-governmental Affairs, USTAR, LLC, USTAR. Mrs. Flores-Hughes is a former Presidential appointee, serving during the Administrations of President Reagan and George Bush. She worked as the Director/Assistant Attorney General of Community Relations Service for the Department of Justice, where she developed policies and established priorities to resolve racial and ethnic conflict in communities throughout the country, including resettlement of Cuban/Haitian refugees in the United States. Mrs. Flores-Hughes began her Federal career as a GS-2 at Kelly Air Force Base. She transferred to the Department of Health, Education, and Welfare, where she assumed higher levels of management responsibility. She later served as Acting Director of the Office of Hispanic Americans at the Department of Health and Human Services, developing and implementing social policy and programs regarding Hispanic Americans, including coining the term "Hispanic" for the Federal Government. Subsequently, she was Associate Administrator for Minority Small Business and Capital Ownership Development. Mrs. Flores-Hughes holds a Master of Arts Degree in Public Administration from Harvard University and a B.A. from the University of the District of Columbia. She is a native of Taft, Texas and resides in Alexandria, Virginia. Mrs. Flores-Hughes will serve a term ending January 10, 2009.

Joseph Carter Whitaker, appointed to the Panel by President Bush in February 2002, has extensive business experience at all levels of the construction field, including in-depth involvement with collective bargaining between management and unions. Currently, he serves as CEO of Whitaker Construction, the third generation president of a 70-year-old family-owned business. A graduate of the University of Texas in Austin, Mr. Whitaker is also active in numerous professional and community organizations, including serving as current President of Associated General Contractors (North Louisiana Chapter), member of the University of Texas, Austin, Chancellor's Council, advisory board member for The Salvation Army in Shreveport, Louisiana, and past chairman of Diocesan Committee on Alcohol and Drugs for the Episcopal Diocese of Western Louisiana. He is a resident of Shreveport, Louisiana. Mr. Whitaker will serve a term ending January 10, 2007.
