Indian Health Service Executives Receive Presidential Awards

    Luana L. Reyes, Director of Headquarters Operations for the Indian Health Service (IHS), and Don Davis, Director of IHS Field Operations and the IHS Phoenix Area, have been selected as recipients of Presidential Rank Awards for FY 2001. 
    "Ms. Reyes' and Mr. Davis' exceptional management skills and professional accomplishments have helped the IHS to improve the health and welfare of American Indian and Alaska Native people," Health and Human Services Secretary Tommy G. Thompson said. "Their work exemplifies the best of public service, and their achievements will have a lasting positive effect on the people who depend on IHS programs." 
Each year, the President recognizes a small group of career Senior Executives with the Presidential Rank Award. This prestigious award is given to executives who "have demonstrated their ability to lead a Government that delivers great service, fosters partnerships and community solutions to achieve results, and continuously pushes itself to get the job done more effectively and efficiently. These senior executives are outstanding leaders who consistently demonstrate strength, integrity, industry, and a relentless commitment to public service." 
    "It is an honor to have two executives from the IHS selected for this prestigious award," said Michael H. Trujillo, M.D., M.P.H., M.S., Director of the IHS. "This award represents the quality of government executive performance that is making a real difference in the lives and health of so many American Indians and Alaska Natives. Under Mr. Davis' leadership, the IHS Phoenix Area was the first to successfully establish cooperative arrangements with academic institutions and major medical centers, allowing for the most current medical knowledge to be accessed and put to use to benefit the poorest and most isolated populations in this nation. 
Ms. Reyes excels at strategic management; under her steady guidance and participatory management style, the transfer of many agency programs and approximately 40% of agency funds to tribal nations was successfully implemented without compromising the solvency of the agency or the delivery of services to the direct service tribes." 
    Ms. Reyes, a member of the Colville Confederated Tribes of Nespelem, Wash., administers management and support operations for the IHS that focus on all aspects of operating a comprehensive health care delivery system. Ms. Reyes broadly manages the operation of the associate offices and the executive staff to achieve the best total operation and support to the 12 IHS Area offices of the agency. She is also responsible for managing the formulation, presentation, justification, and execution of the Agency budget. On behalf of the IHS, she has also served on special assignments in the area of managed health care.
    Mr. Davis, a Creek-Seminole Indian, serves as a principal advisor to the Director, IHS, for the management of IHS field operations. His duties include planning, directing, and evaluating the operations of the Area Offices' functions, authorities, and responsibilities in support of the Director of IHS and the IHS organization and programs. He provides operational and management information and expertise necessary for the formulation of policies, goals, objectives, and operational strategies, and in program and resource allocation decisions that impact the total organization. Mr. Davis is also the IHS Area Director for the Phoenix Area, which includes the states of Arizona, Utah, and Nevada.
