AT-04-05, Revised Federal Order/Notice to Withhold Income for Child Support and Notice of an Order to Withhold Income for Child Support.

The revised Federal standardized income withholding form, as required by Section 324 of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (P.L. 104-193). The files include the standardized forms titled, “Order/Notice to Withhold Income for Child Support “ and “Notice of an Order to Withhold Income for Child Support” (Order/Notice); the instructions for completing the forms, and a sample numbered copy of the Order/Notice to use as a guide with the instructions.

AT-01-10, Re-issuing the Locate Data Sheet

This AT reissues the Locate Data Sheet, one of the UIFSA forms previously issued in AT-00-11. It corrects a small error regarding the use of the form in non-IV-D cases.

The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA), PL 104-193, includes major program changes to interstate child support enforcement (CSE) case processing. As a result of PRWORA, the State IV-D programs requested guidance and clarification of Federal policy in the interstate CSE arena. The Federal Office of Child Support Enforcement (OCSE) issues this Action Transmittal in response to these requests. 4-193, includes major program changes to interstate child support enforcement (CSE) case processing.

AT-90-02, Interstate Referral Guide (IRG)

The Office of Child Support Enforcement (OCSE) has automated the IRG so that States will have accurate address and telephone information. Automation of the IRG will enable changes to be made as often as necessary; thus making current information readily available for facilitation interstate case processing.

hese regulations clarify the responsibilities of initiating and responding States in referring and processing interstate IV-D cases and revise existing audit criteria to reflect these changes.

AT-77-05, Instructions for Allocation of Incentive Payments Among Jurisdictions Pursuant to Section 458(b) of the Act.

On December 21, 1976, the Office of Child Support Enforcement issued OCSE-AT-76-23 regarding the above subject. The second paragraph of Section 3 had an error in the next to the last sentence. The sentence should have read:

AT-76-23, Incentive Payments Among Jurisdictions Pursuant to Sec. 458(b)

Section 458(b) of the Social Security Act requires the Secretary to prescribe a manner of allocating the incentive payment provided for by section 458(a) of the Act whenever more than one jurisdiction is involved in the enforcement or collection of child support. 45 CFR 302.52(e) provides that the Office of Child Support enforcement will issue instructions prescribing the manner of allocating incentive payments.
