Summary Description: Cumulative effects evaluation of 22 proposed small hydroprojects on tributaries of Swan River, Flathead Basin, relative to their impact on the fishery. Evaluation of 50 steams in the drainage for the present condition of their fishery.

Background: It appeared at the time that future development of small-scale hydroelectric facilities in the Northwest might be substantial. The Federal Energy Regulatory Commission had at least 400 applications for projects pending and at least 400 outstanding preliminary permits in the four Northwest States. Many of these projects were proposed for drainage basins tributary to the Columbia River and containing important fish habitat. An individual small-scale hydroproject may not have much of an effect on a fish population ,however, the cumulative effect of many small projects throughout a river basin could be much greater. In the past, Federal review was limited to individual projects, with little or no consideration given to their combined impact.

Milestones: Under this project, the Montana Department of Fish, Wildlife, and Parks and the U.S. Forest Service (Flathead National Forest) evaluated cumulative effects by examining the combined fishery impacts of 22 proposed small hydroprojects in the Swan River, Montana. In addition approximately 50 streams in the drainage were evaluated for their fishery. Researchers developed a fisheries impact model which could be used in similar watersheds by power planning, resource development, and resource protection groups, and by agencies to determine levels of micro-hydro development that are consistent with fishery needs and objectives. The results of the study were published in 1985.
