SPOKANE TRIBAL (GALBRAITH SPRINGS) HATCHERY - O&M;


Location: UPPER COLUMBIA MAINSTEM basin, including sites listed below.

Summary Description: Operate and maintain the Spokane Tribal Hatchery to provide a recreational kokanee fishery in Lake Roosevelt and Banks Lake. Operate facility in conjunction with Sherman Creek Hatchery.

Background: This restoration/enhancement project for Lake Roosevelt/Banks Lake fisheries is the result of cooperative effort between BPA, Spokane Tribe, Colville Tribe, UCUT, WDF&W;, NPS. It was proposed in 1986 to restore and enhance kokanee salmon populations in Lake Roosevelt and Banks Lake by large-scale hatchery plants and restoring spawning runs in tributaries by outplanting reared fish for imprinting. It called for construction of two hatcheries: Sherman Creek and Spokane Tribal hatcheries. Sherman Creek used as egg collection & fry imprinting site. Spokane hatchery used as egg incubation, fry rearing, and outplanting facility. Approved by NPPC and amended in 1987 Program. 1988-Formation of Lake Roosevelt Hatcheries Technical Coordination Team comprised of engineers, fisheries biologists, & hatchery personnel from coop agencies to assist in design/operation of the two hatcheries. June 1990-O&M; Agreement signed off by BPA. Construction completed in April 1991- officially opened on 6/7/91. From experience of past outplantings, discovered that entrainment and predation took many of the fry after outplanting. It has been decided to hold-over the fish until one year of age before outplanting to cut down on entrainment and predation. This will use more space and cut initial numbers of the kokanee, yet the survival rate is estimated to be much higher.The hatchery, operated in conjunction with the Sherman Creek Hatchery, will provide kokanee salmon and rainbow trout for outplanting with Lake Roosevelt and Banks Lake. These hatcheries were identified in the 1987 program developed by the Northwest Power Planning Council to partially compensate for the permanent loss of migratory fish blocked by the construction of Grand Coulee Dam.

Milestones: This O&M; project continues and hatchery is producing adequate results Production: 1991-1,708,087 Kokanee, 326,510 RBT; 1992-2,121,058 Kokanee, 508,195 RBT; 1993-1,783,638 Kokanee, 603,798 RBT; 1994-1,747,373 Kokanee, 454,124 RBT. A production of 3.0 million kokanee salmon fry, 200,000 kokanee salmon fingerlings and 600,000 rainbow trout is expected in 1994 and 1995. Overall products and milestones will be continuing increases in harvest rates of rainbow and kokanee salmon. Angling pressure associated with increased number of fish available for harvest via hatchery production will in turn generate millions of dollars in revenue for the local economy. Water problems preclude meeting original production goals. Studies ongoing to decide cost-effective solution. An additional well may be drilled to provide increase in needed water and an oxygenation system may be provided. Continue artificial propagation to rebuild, enhance resident species in Lake Roosevelt and Banks Lakes. A TBL contract 1997TX30113 task order 1998FW10005 for $6006 was established in 1998 for technical support during the construction effort at the Spokane Tribal Hatchery. Contract 1990MS92906 went through 22 mods covering $3,692,394. It was closed in 1999 and a new contract established.

Results: Resident species mitigation for Grand Coulee Dam proceeding well. Kokanee and Rainbow trout are being reared for release in Lake Roosevelt.
