LAKE ROOSEVELT RAINBOW TROUT NET PENS


Location: UPPER COLUMBIA MAINSTEM basin, including sites listed below.
LAKE ROOSEVELT, LAKE ROOSEVELT, LAKE ROOSEVELT, LAKE ROOSEVELT, SPOKANE TRIBAL HATCHERY.

Summary Description: Operate and maintain the rainbow trout Net Pen program (34 pens) on Lake Roosevelt using volunteers.

Background: LRDA net pen program managed to increase rainbow trout fishery in Lake Roosevelt through volunteer efforts while utilizing donated funds, labor, and materials. Circumstances made the program more difficult to coordinate on voluntary basis. Money/equip to fund program has declined. Appealed to the Council's Program and were accepted and amended into Section 94A(1)(p), Phase 4. A coordinator was hired to take care of coordinating the voluntary efforts, fund raising, monitoring of net pen activity/operation and maintenance in order to carry on with the net pens within Lake Roosevelt.

Milestones: 1995 - Hired coordinator which has been able to provide the project with a more consistent review of inventory (fish food, materials), fund raising, finding volunteers to help with the program, and making the public aware of the project's capabilities and future goals. 248,000-270,000 RBT have been raised this year, which will be released sometime in late May or early June of '95. Contract 1995FG28693 for $54,84 was issued in 1994. Mod 01 added $8,020 in 1995. Mod 02 was a no cost time extension in 1995. Mod 03 added $115,000 in 1995. Mod 04 added $95,251 in 1996. Mod 05 deobligated $23,114 in 1997. Mod 06 added $97,031 in 1997. Mod 07 added $96,452 in 1998. Mod 08 added $3,323 in 1999. Accomplishments: 1995 Began BPA funding process in April. Acquired NEPA exclusion, Received $8,000 to construct 150' of docks, purchase cable and build four new net pens. Rebuilt two pens at Hunters to increase active net pens from 18 to 24. Reared and released 330,000. 1996 Completed 140' of new dock and 6 net pens for Lincoln site. Completed 90' of dock and 4 net pens for Two Rivers Site. Transferred 540,000 Rbt from Spokane and Sherman Creek Hatcheries. Released 534,000 RBT. 1997 Released 530,000 net pen rainbow. Replaced 60' of dock at Hall Creek; built 4 new replacement pens. Built 6 new pens for Kettle Falls Site. Replace two 20' dock sections at Kettle Falls Site. 1998 Updated special use permits. Updated & repaired pens. Acquire two damaged boats from USFWS - work and repair by volunteers. Built 4 net pens for Kettle Falls-Sherman Creek Site. Participate in BPA sponsored "Big Horn Show" booth. Release 540,000 Rbt.

Results: Before the net pens went in, they were harvesting 300 to 1,000 native rainbow trout per year.They are currently (5/95) harvesting 140,000 (95% are net pen rainbows).
