DUCK VALLEY RESERVATION HABITAT ENHANCEMENT


Location: OWYHEE SUBBASIN basin, including sites listed below.
MOUNTAIN VIEW RESERVOIR, OWYHEE RIVER, OWYHEE RIVER, OWYHEE RIVER, SHEEP CREEK RESERVOIR.

Summary Description: Restore fish habitat on the Shoshone-Paiute Tribal Reservation (Duck Valley) by repairing dikes, improving fish screens, and by doing instream, fencing, and planting along the Owyhee and other significant streams.

Background: Between 1956 and 1980 trout were stocked on the Duck Valley Indian Reservation by the USFWS. The annual amount was $26,000. Budget constraints ended this program. In 1988 John Palensky of BPA met with Edith Manning from the Shoshone - Piute Tribe and agreed to fund fish purchases.This effort was included in the NPPC's Fish & Wildlife program as amended in Phase IV, 9.4A, 2.a.5. That project is continuing. . This project focuses on evaluating the stocking effort and expanding tinto habitat restoration elsewhere on the reservation. The objectives include: To obtain equipment for management of reservoir pools, i.e., temperature, depth, etc. 2. To achieve proper aquatic vegetation control, 3. To keep adequate inlet and outlet screening of reservoirs. 4. Streap riparian zone restoration.

Milestones: The Shoshone-Paiute Tribe will conduct monitoring and evaluation of the stocking program and habitat improvement and protective measures. In addition, the Tribe will assess the success of restoring and rebuilding the redband trout population in the East Fork Owyhee River. The program will include stream and lake trout population-estimates and carrying capacity, creel surveys, assessment of growth rates, and assessment of habitat quality and quantity and habitat utilization. Implement, monitor and evaluate resident fish habitat improvement and protective measures. Include the following habitat protective measures and improvements: (I) management recommendations for reservoir pool levels, (ii) reservoir rehabilitation measures for non-game fish and aquatic vegetation control, (iii) reservoir inlet and outlet screening, (iv) improvement of recreational fishing sites, (v) stream riparian zone restoration by planting vegetation, fencing overgrazed areas, and stream bank stabilization, and (vi) baseline water quality survey to assess contaminants that may affect trout populations.
