MAJOR GENERAL WILLIAM L. SIBERT AWARD PROGRAM

1.  PURPOSE.  This regulation establishes the guidelines, standards and procedures for  participation in the U.S. Army Chemical School (USACMLS) Major General William L. Sibert Award Program.

2.  APPLICABILITY.  This regulation applies to all elements of the U.S. Army Chemical  Corps.

3.  GENERAL. The Sibert Award gives recognition to the best chemical company-size unit in the Active Army and Reserve Component.

4.  OBJECTIVES. The objectives of the program are to---

  1. Provide recognition for excellence in the U.S. Army Chemical Corps.

  2. Instill pride and reinforce the essential elements of mission readiness, leadership, discipline and organizational excellence in a quality force.

5.  CATEGORIES OF COMPETITION.  The categories of competition are --

  1. Active U.S. Army Chemical Unit.  Company-size Active TO&E Army Chemical unit.

  2. Reserve Component Unit.  Company-size Army Reserve or National Guard Chemical unit.

6.  RESPONSIBILITIES.

    a.  The USACMLS will --

  1. Provide policy guidance for development and conduct of the Major General William L. Sibert Award for excellence.

  2. Establish specific standards for evaluation in all categories of the competition.

  3. Plan and announce an itinerary for nomination and evaluation of units in the competition.

  4. Provide a selections board to select the winner in the U.S. Army Active and Reserve Component Chemical unit category of the competition.  The selection board will be composed of Senior Leaders who have served in positions of major responsibility involving Chemical

Functions.  The board will usually consist of three to five members. The senior active duty officer of the board will be the President of the Board.  No more than one third of the board can be individuals who served on the previous years board.   The winners will be chosen from packets submitted by Major Commands and units.

  1. Will begin the evaluation phase of the competition on or about the fifth working day of June each year.

  2. Will announce the winning units by the last working day of June each year.

  3. Provide funds for one representative from each winning unit to attend the awards presentation ceremony conducted during the Annual Worldwide Chemical Conference at Fort Leonard Wood, Missouri.

    b.  MACOMs will --

  1. Conduct competitive evaluations of eligible chemical units.  All TO&E Chemical units are eligible.

  2. Select one Active U.S. Army Chemical unit for participation in the final phase of the competition.

  3. Forward a packet of their nominee containing the information listed in appendix A to Commandant, U.S. Army Chemical School, ATTN: ATSN-CMA, Sibert Award Project Officer, Fort Leonard Wood 65473-8926.  Packet must arrive not later than the last working day of May each year.

  4. Provide appropriate recognition and publicity to winning units.

    c.  U.S. Army Forces Command will also select the best Reserve Component unit and forward the winning unit’s packet to the address above.

7.  GUIDELINES FOR PARTICIPATION AND CONDUCT.

    a.  PRESENTATION OF AWARDS.

  1. Commanders at each level of command are encouraged to present appropriate awards to winners at all levels of competition.

  2. The award for each category of the competition will be a plaque, placement of the units name on the master plaque at the USACMLS, and a streamer for the Unit Guidon.

  3. The Chemical Corps Regimental Association will arrange for the plaque, engraving for the master plaque and streamer for the Unit Guidon to be presented at the Worldwide Chemical Conference Regimental Review.

    b.FUNDING.

  1. Expenses incurred incident to administering the program within each command are borne by the command concerned from available funds.

  2. The USACMLS will provide TDY funds for one representative per winning unit to attend the presentation ceremonies at Fort Leonard Wood, Missouri.

c.PUBLICITY.USACMLS Operations will coordinate with the Public Affairs Office to ensure publicity coverage of the awards.

8.CHANGES.Recommendations for changes to this regulation should be forwarded tothe Commandant, U.S. Army Chemical School, ATTN: ATDN-CMA, Fort Leonard Wood, Missouri 65473-8926.

APPENDIX A

CONTENTS OF PACKETS

 A-1.  Packets will be in loose-leaf three-ring binders.

A-2.  The first page of the packet will be a memorandum nominating the unit. The memorandum will include—

  1. The complete unit designation and address.

  2. The category of competition.

  3. The name, grade, unit address, and telephone number (DSN and commercial) of the point of contact (POC) and alternate (POC). Either the POC or the alternate POC will be a member of the nominated finalist’s unit.

  4. An authorization for direct communication between the unit and DOTD, USACMLS.

A-3.  The memorandum will have the following tabs behind it (do not staple the tabs to the memorandum):

TAB A.  UNIT BACKGROUND

            A brief historical summary of the unit to include the unit’s mission statement.

TAB B.  TRAINING

1.      Individual Training

  1. Common Task Testing including number assigned, tested, and number that scored over 90 percent first time go’s.

  2. Weapon Qualification indicating number of weapons authorized, soldiers tested, and level of qualification (Expert/ Sharpshooter/ Marksman)

  3. Physical Fitness test administered, passed, and unit average AFPT score.

2.      Collective Training (attach a copy of Mission Essential Task List):

  1. Unit ARTEP results including number of tasks evaluated, numbers trained, needs practice, and untrained.(Attach evaluators comments.)

  2. External support provides including the number of smoke, recon, and decon missions with the total mandays involved.

  3. Number of CTC (NTC/ JRTC/ CMTC) rotations supported.

  4. Other inspections/ test name and rating only.

TAB C.  MAINTENACE

1.   Equipment status:  attach annual 2406

2.  Command Inspection:  attach results of last CI

TAB D.  SAFETY

1.      Accidents (last 12 months):

  1. Total number of military vehicles miles driven.

  2. Number of reportable military vehicle accidents.

  3. Number of reportable POV accidents

  4. Number of injuries

  5. Number of DUI/ DWI

2.      Safety Awards

  1. Attach number of copies of safety awards to the unit.

  2. Number of safe drivers’ awards presented.

TAB E.   ORGANIZATIONAL EXCELLENCE

1. Number of individuals in competition and awards given by type.

2. Units awards and decorations received in the last 12 months (attach copies)

3. Participation in ACCP/ College/ GED.

4. Participation in community/ humanitarian activities.

TAB F.  NARRATIVE SUMMARY:  Unit commander’s addresses training accomplishments and direction of the company.  Emphasis should be placed on combined arms training events and battle focus.  Limit comments to no more than one double-spaced page.
