They provide a convenient format to organize the information required by the Authority's regulations for negotiability filings. 5 CFR 2424.22, 24, 25 and 26. This form is to be used to initiate a negotiability proceeding and provide the Agency with notice that the Union requests a decision from the Authority that a specific provision is legal. |

Negotiability Issues-Provisions
This form is to be completed by the Agency in response to a Union's petition for review. The purpose of the Statement of Position is to inform the Authority and the Union's representative why the Agency Head contends that specific contract language is illegal. |
