RMKS/THIS MESSAGE CONSOLIDATES THE REQUIREMENTS AND SYNCHRONIZES EXECUTION OF CY05 DEVELOPMENT TEAM SUPPORT SQUADRON COMMANDER CANDIDATE SELECTION PROCESS. UNDER THE CSAF FORCE DEVELOPMENT CONSTRUCT, THIS PROCESS WILL BE INCORPORATED INTO THE DEVELOPMENT TEAM OFFICER REVIEW PROCESS. THE OVERALL AIR FORCE ASSIGNMENTS PROCESS IS GOVERNED BY AFI 36-2110. THIS MESSAGE INCLUDES INFORMATION RELATED TO COMMAND OPPORTUNITIES IN THE FOLLOWING AREAS: CIVIL ENGINEERING (32E), COMMUNICATIONS-INFORMATION (33S), COMPTROLLER (65F), CONTRACTING (64P), MISSION SUPPORT (36P/38M), LOGISTICS READINESS (21R), MAINTENANCE (21A/M), RECRUITING (83R), SECURITY FORCES (31P), SERVICES (34M), AND TRAINING (91C). ONCE ALL SUPPORT SQUADRON COMMANDER CANDIDATES HAVE BEEN IDENTIFIED, AFPC WILL RELEASE A CONSOLIDATED SQUADRON COMMANDER CANDIDATE MESSAGE BROKEN OUT BY CORE AFSC. WHEN ALL SQUADRON COMMANDER SELECTIONS HAVE BEEN FINALIZED FOR CY05, AFPC WILL RELEASE A CONSOLIDATED SQUADRON COMMANDER SELECTON MESSAGE BROKEN OUT BY THE DUTY AFSC AND THE COMMAND POSITON. NON-RATED OPERATIONS (VIGILANT EAGLE, WEATHER AND INTELLIGENCE), MEDICAL, AND CHAPLAIN CANDIDATE SELECTION PROCESSES ARE ADDRESSED IN SEPARATE ANNOUNCEMENTS. SELECTIONS FOR THE AIR OFFICER COMMANDING POSITIONS (80C) AT THE US AIR FORCE ACADEMY ARE HANDLED SEPARATELY THROUGH THE AIR FORCE INTERMEDIATE DEVELOPMENTAL EDUCATION PROCESS.

THE DTS WILL SELECT CANDIDATES FROM ALL SUPPORT AFSCS TO FILL FIELD GRADE, SQUADRON COMMANDER POSITIONS PROJECTED TO BE FILLED DURING CY05. THE SCHEDULE IS SUBJECT TO CHANGE.

WORLDWIDE VOLUNTEER STATUS: OFFICERS DESIRING TO COMPETE AND NOMINATED BY THEIR SENIOR RATERS, ARE CONSIDERED WORLDWIDE VOLUNTEERS IN CY05 FOR COMMAND OPPORTUNITIES IDENTIFIED ON THEIR STATEMENTS OF INTENT (SOI). IN ADDITION TO CORE AFSC COMMAND POSITIONS, OFFICERS SHOULD CONSIDER OPPORTUNITIES TO COMMAND OUTSIDE THEIR CAREER FIELD, INCLUDING RECRUITING, TRAINING, MISSION SUPPORT AND SERVICES SQUADRON COMMANDS. THESE COMMAND OPPORTUNITIES ARE EXCELLENT DEVELOPMENTAL OPPORTUNITIES AND INCREASE THE POOL OF COMMAND POSITIONS FOR AIR FORCE FIELD GRADE OFFICERS. THEY ALSO APPLY TO CORE AFSCS SUCH AS 61S, 62E, & 63A THAT DO NOT CURRENTLY HAVE CORE AFSC COMMAND OPPORTUNITIES. A. AFSC: EACH DT CONSIDERS PERSONNEL HOLDING THE CORE AFSC--I.E., CIVIL ENGINEERING CONSIDERS CORE 32E OFFICERS, ETC. ALL DT'S CONSIDER NON-CORE OFFICERS ON A CASE-BY-CASE BASIS. OFFICERS WHO MEET THE COMMAND ELIGIBILITY CRITERIA IN AFSCS OUTSIDE THEIR CORE AFSC MAY REQUEST CONSIDERATION BY COMPLETING A STATEMENT OF INTENT (DESCRIBED IN PARA 8) AND FORWARDING IT THROUGH THEIR SENIOR RATER TO THEIR CORE AFSC ASSIGNMENT TEAM FOR RELEASE. THE STATEMENT OF INTENT MUST ARRIVE AT AFPC BY 15 MAY 04. OFFICERS DESIRING TO COMPETE OUTSIDE OF THEIR CORE AFSC MUST BE RELEASED BY THEIR AFPC ASSIGNMENT TEAM. AFPC ASSIGNMENT TEAMS CONSIDER THESE REQUESTS AND IF APPROVED WILL COORDINATE ALL SUCH RELEASES INTERNALLY.

C. TIME ON STATION (TOS): OFFICERS ARE ELIGIBLE IF ANY ONE OF THE FOLLOWING IS TRUE:

-1-. THEY WILL HAVE 16 MONTHS TOS BY 31 DEC 04 -- DATE ARRIVED STATION OF 30 SEP 03 OR EARLIER. IF SELECTED, EMPHASIS WILL BE ON OFFICERS HAVING A MINIMUM OF 24 MONTHS TOS UPON PROJECTED DEPARTURE DATE.

-3-. THEY ARE IN A MUST MOVE STATUS FOR CY05.

B. COMMUNICATIONS--33S:

OFFICERS MEETING THE CY2003B MAJOR BOARD OR SUBSEQUENT BOARDS--95 YG OR LATER--ARE NOT ELIGIBLE.

C. COMPTROLLER--65X:

-1-. COMMANDER REQUIREMENTS: COMPTROLLER FLIGHTS AND DEFENSE FINANCE AND

ACCOUNTING SERVICE (DFAS) OPERATING LOCATIONS ARE INCLUDED IN THE COMPTROLLER SQUADRON COMMANDER CANDIDATE SELECTION PROCESS.

-2-. DECLINATION RULES FOR COMPTROLLER OFFICERS: IF AN OFFICER IS DEEMED ELIGIBLE TO MEET THE FM SQUADRON COMMANDER'S SELECTION PROCESS BASED ON ALL THE AFOREMENTIONED CRITERIA, HE/SHE CANNOT DECLINE COMMAND CONSIDERATION WITHOUT PREJUDICE UNLESS THEY MEET AT LEAST ONE OF THE FOLLOWING CRITERIA:

-A-. OFFICER HAS BEEN A COMMANDER TWICE.

-B-. OFFICER IS CURRENTLY A COMMANDER.

-C-. OFFICER HAS LESS THAN 24 MONTHS TIME ON STATION AS OF 30 SEP 04 (EXCLUDES OFFICERS IN A MUST-MOVE STATUS, E.G., PME GRADUATES, REMOTE TOUR RETURNEES).

-D-. OFFICER'S SENIOR RATER SUBMITS A WAIVER THROUGH THE MAJCOM/FM TO AFPC/DPASA. IF THE ELIGIBLE OFFICER IS WORKING OUTSIDE OF AN AF MAJCOM (E.G., JOINT), THEN THE FIRST GENERAL OFFICER IN THE MEMBER'S CHAIN-OF-COMMAND MUST PROVIDE THE WAIVER.

D. CONTRACTING--64P:

-1-. AFSC: OFFICERS IN OTHER CORE AFSCS WHO MEET THE APDP CERTIFICATION CRITERIA IN PARAGRAPH 7.D.3 BELOW MAY REQUEST CONSIDERATION BY COMPLETING A STATEMENT OF INTENT (DESCRIBED IN PARAGRAPH 8) AND FORWARDING IT THROUGH THEIR SENIOR RATER TO AFPC/DPASA. THE STATEMENT OF INTENT MUST ARRIVE AT AFPC NLT 15 MAY 04 FOR CONSIDERATION OR DECLINATION WITHOUT PREJUDICE. OFFICERS DESIRING TO COMPETE OUTSIDE OF THEIR CORE AFSC MUST ALSO BE RELEASED BY THEIR AFPC ASSIGNMENT TEAM. AFPC POCS WILL OBTAIN ALL SUCH RELEASES INTERNALLY.

-2-. CURRENT COMMANDERS: SITTING COMMANDERS WILL NOT BE CONSIDERED. CURRENT POLICY IS TO AVOID BACK-TO-BACK COMMANDS. WAIVERS TO THIS POLICY MUST BE APPROVED BY SAF/AQC. FORWARD REQUESTS TO AFPC, MAJ ERIC OBERGFELL.

-3-. APDP CERTIFICATION: OFFICERS MUST HAVE BEEN AWARDED THE CONTRACTING APDP LEVEL II OR HIGHER CERTIFICATION. WAIVER APPROVAL AUTHORITY WILL BE SAF/AQC. FORWARD WAIVER REQUESTS TO AFPC, MAJ ERIC OBERGFELL, NLT 23 APR 04.

-2-. ELIGIBILITY AND DECLINATION: AT THE APPROPRIATE MILESTONES, AFPC POC WILL FORWARD THE ELIGIBILITY LISTING AND ALL DECLINATIONS TO AF/XOF FOR REVIEW WITH INTENT TO ENSURE A SUFFICIENT NUMBER OF OFFICERS ARE AVAILABLE FOR COMMAND CONSIDERATION.

H. SERVICES--34M:

-1-. AFSC: CORE 34M OFFICERS ARE ELIGIBLE. OFFICERS IN OTHER CORE AND RATED AFSCS MAY REQUEST CONSIDERATION BY COMPLETING A STATEMENT OF INTENT AND FORWARDING IT TO THEIR CORE ASSIGNMENT TEAM POC THROUGH THEIR SENIOR RATER. ALL STATEMENTS OF INTENT MUST ARRIVE AT AFPC BY 15 MAY 04.

-2-. GRADE: CORE 34M OFFICERS IN THE GRADE OF MAJ (SEL), MAJ, LTC (SEL) AND OFFICERS IN OTHER CORE AND RATED AFSCS MUST BE A LT COL, LT COL SELECT, OR A PINNED-ON MAJOR; MAJOR SELECTS ARE NOT ELIGIBLE.

I. RECRUITING AND TRAINING-83R AND 91C:

-1-. ONLY LINE OF THE AIR FORCE OFFICERS ARE ELIGIBLE. RECRUITING AND TRAINING SQUADRON COMMANDERS WILL BE SELECTED FROM MAJCOM AND FUNCTIONAL SQUADRON COMMANDER CANDIDATE LISTS. THE CANDIDATE SELECTION PROCESS WILL BE MAJCOM OR FUNCATIONALLY DRIVEN (AS IN THE PAST). IF AETC DESIRES TO HIRE AN OFFICER FROM ONE OF THESE LISTS FOR A TRAINING OR RECRUITING SQUADRON COMMANDER POSITION, THEY WILL BID FOR THE OFFICER THROUGH THE RESPECTIVE AFPC ASSIGNMENT TEAM.

-A-. FOR RATED OFFICERS, AFPC WILL ENSURE THAT MWS MANNING SUPPORTS AND AN ENTITLEMENT EXISTS IAW THE CSAF RATED ALLOCATION PLAN BEFORE FORWARDING THE REQUEST TO THE APPROPRIATE MAJCOM. THE MAJCOM OWNING THE LIST WILL DETERMINE WHETHER THE OFFICER IS RELEASED.

-B-. FOR NON-RATED OPERATIONS OFFICERS, AFPC WILL FORWARD THE REQUEST TO THE APPROPRIATE MAJCOM (13S) OR DT. THE MAJCOM OR DT OWNING THE LIST WILL DETERMINE WHETHER THE OFFICER IS RELEASED.

-2-. MAJ SELECTS THROUGH LT COLS ARE ELIGIBLE.

8. NOTIFICATION AND NOMINATION PROCEDURES: NOTIFICATIONS AND NOMINATIONS WILL OCCUR VIA EMAIL. SENIOR RATER INVOLVEMENT IS MANDATORY, AND

STAFF ELEMENTS SHOULD ENSURE THAT INFORMATION IS CHANNELED THROUGH THE SENIOR RATER FOR BOTH PARTS OF THIS PROCESS.

A. NOTIFICATION PROCESS:

-1-. AFPC POCS AND MAJCOM POCS: AFPC POCS WILL PRODUCE A SEPARATE ELIGIBILITY LISTING FOR EACH AFSC. THE AFPC POC WILL EMAIL THE LISTING AND A STATEMENT OF INTENT PACKAGE TO EACH MAJCOM/DP OR EQUIVALENT POC THAT HAS ELIGIBLE OFFICERS ASSIGNED TO THEIR COMMAND. MAJCOM/DP OR EQUIVALENT POCS WILL, IN TURN, EMAIL APPLICABLE PORTIONS OF THE LISTING AND A STATEMENT OF INTENT PACKAGE TO EACH SENIOR RATER IN THEIR COMMAND WHO HAS ELIGIBLE OFFICERS ASSIGNED.

-2-. SENIOR RATERS: SENIOR RATERS WILL NOTIFY EACH ELIGIBLE OFFICER AND EMAIL THEM A COPY OF THE STATEMENT OF INTENT PACKAGE.

-3-. NOTE: ELIGIBILITY LISTINGS WILL CONTAIN ONLY OFFICERS ELIGIBLE TO COMMAND IN THEIR CORE AFSC. OFFICERS DESIRING TO COMPETE FOR COMMAND OUTSIDE THEIR CORE AFSC MUST PRIORITIZE THEIR PREFERENCES ON THEIR STATEMENT OF INTENT. OFFICERS NOT MEETING BOTH THE GENERAL AND AFSC-SPECIFIC ELIGIBILITY CRITERIA MUST PROCESS A WAIVER -- SEE PARAGRAPH 10. OFFICERS, WHO BELIEVE THEY MEET THE ELIGIBILITY REQUIREMENTS, BUT DO NOT RECEIVE A STATEMENT OF INTENT FROM THEIR SENIOR RATER, SHOULD CONTACT THEIR AFPC ASSIGNMENT TEAM. AFPC POCS ARE AVAILABLE TO ASSIST IF THERE ARE ANY QUESTIONS REGARDING AN OFFICER'S ELIGIBILITY FOR ANY COMMAND OPPORTUNITY.

B. NOMINATION PROCESS:

-1-. ELIGIBLE OFFICERS: ALL ELIGIBLE OFFICERS, INCLUDING THOSE WHO DO NOT DESIRE CONSIDERATION, WILL COMPLETE THE STATEMENT OF INTENT PROVIDED IN THE STATEMENT OF INTENT PACKAGE AND THEN EMAIL IT TO THEIR SENIOR RATER OR DESIGNATED POC. ANY 61S, 62E, OR 63A OFFICERS WHO DO NOT DESIRE CONSIDERATION FOR COMMMAND POSITIONS DO NOT NEED TO SUBMIT A SOI. (NOTE: SINCE THE "SENIOR RATER" FOR LT COLS IS OFTEN THE NAF/CC, THE NAF/CC MAY DELEGATE STATEMENT OF INTENT REVIEW TO THE OFFICER'S WING/CC IF DESIRED.)

-2-. SENIOR RATERS: SENIOR RATERS (OR WING/CC, SEE PARA 8B1 ABOVE) WILL

ELECTRONICALLY INDORSE ALL STATEMENTS OF INTENT AND EMAIL THEM TO THE MAJCOM/DPA OR EQUIVILANT POC, WITH A COURTESY COPY TO THE AFPC POC BY 15 MAY 04. THE EMAIL MUST ALSO CLEARLY COME FROM THE SENIOR RATER'S ORGANIZATION -- I.E., SENDING FROM THE EXECUTIVE OFFICER'S EMAIL ACCOUNT IS FINE, AS LONG AS THE SENIOR RATER'S EMAIL ACCOUNT IS COURTESY COPIED.

C. SENIOR RATER CONSIDERATIONS: SENIOR RATERS CONSIDER THE NEEDS OF THE AIR FORCE AS WELL AS THE OFFICERS' DESIRES. SENIOR RATERS SHOULD ENCOURAGE ALL ELIGIBLE OFFICERS TO COMPETE, BOTH FOR CORE AFSC COMMAND AND FOR OTHER OPPORTUNITIES SUCH AS 34M, 36P/38M, 83R, AND 91C. HOWEVER, THEY SHOULD ALSO MAKE A QUALITY/UTILIZATION ASSESSMENT AT THEIR LEVEL. SENIOR RATERS MUST NOTIFY OFFICERS THEY REMOVE FROM CONSIDERATION OF THEIR INELIGIBILITY STATUS. IN ADDITION, SENIOR RATERS CAN NOT SUBMIT ANY OFFICER WHO DECLINES CONSIDERATION IN HIS/HER STATEMENT OF INTENT.

D. NORMAL ASSIGNMENTS: OFFICERS NOMINATED TO COMPETE IN ANY SQUADRON COMMANDER CANDIDATE SELECTION PROCESS REMAIN SUBJECT TO OTHER ASSIGNMENTS FOR WHICH THEY ARE ELIGIBLE.

9. DECLINATION PROCEDURES: OFFICERS CAN DECLINE SQUADRON COMMANDER CONSIDERATION; HOWEVER, THE TIMING OF THEIR DECLINATION WILL PLACE THEM INTO 1 OF 3 CATEGORIES DESCRIBED BELOW.

A. WITHOUT PREJUDICE: ELIGIBLE OFFICERS MAY WITHDRAW FROM CONSIDERATION BY

COMPLETING THE APPROPRIATE SECTION OF THE STATEMENT OF INTENT AND EMAILING IT TO THEIR SENIOR RATER. THE DECLINATION MUST BE RECEIVED BY THE AFPC POC NLT 15 MAY 04 OR THE DECLINATION WILL BE WITH PREJUDICE. LATE DECLINATIONS DUE TO HUMANITARIAN, MEDICAL, OR OTHER FACTORS BEYOND THE OFFICER'S CONTROL WILL BE HANDLED ON A CASE-BY-CASE BASIS.

B. WITH PREJUDICE: AFTER THE WITHOUT PREJUDICE SUSPENSE DATE AND UP TO 10 DAYS AFTER PUBLIC RELEASE OF THE RESULTS, ELIGIBLE OFFICERS MAY REQUEST WITHDRAWAL, WITH PREJUDICE, FROM CONSIDERATION. OFFICERS MUST DECLINE IN WRITING, OBTAIN SENIOR RATER ENDORSEMENT, AND FORWARD TO THE AFPC AND MAJCOM POC. A SAMPLE DECLINATION WITH PREJUDICE REQUEST IS POSTED ON THE AFPC WEBSITE. PLEASE NOTE: LATE DECLINATION WITH PREJUDICE REQUESTS MAY NOT BE APPROVED. OFFICERS DECLINING COMMAND CONSIDERATION WITH PREJUDICE WILL NOT BE ELIGIBLE TO COMPETE FOR COMMAND AGAIN UNTIL SQUADRON COMMANDER CANDIDATES ARE IDENTIFIED FOR COMMAND POSITIONS ROTATING IN CY07 OR THE NEXT TIME THEY ARE ELIGIBLE (THIS APPLIES TO OFFICERS WHO PCS TO NON-COMMAND JOBS IN CY05 AS THEY WOULD NOT BE ELIGIBLE TO COMMAND DUE TO TIME ON STATION RESTRICTIONS).

C. DECLINATIONS AFTER THE WITH PREJUDICE SUSPENSE: AFTER THE DECLINE WITH

PREJUDICE SUSPENSE DATE, OFFICERS WILL RECEIVE AN ASSIGNMENT SELECTION DATE, SET TO THE PUBLIC RELEASE DATE OF THE CANDIDATE RESULTS MESSAGE, AND MAY NOT REMOVE THEIR NAME FROM THE CANDIDATE LIST. OFFICERS SUBSEQUENTLY SELECTED FOR A COMMAND ASSIGNMENT WHO ELECT NOT TO TAKE THAT ASSIGNMENT WILL BE REQUIRED TO APPLY FOR RETIREMENT OR SEPARATION UNDER THE ASSIGNMENT DECLINATION POLICY OUTLINED IN AFI 36-2110. AFPC POCS WILL HANDLE EXCEPTIONS TO THIS POLICY--E.G., HUMANITARIAN ISSUE--ON A CASE-BY-CASE BASIS. ONCE SELECTED FOR A COMMAND ASSIGNMENT, OFFICERS WHO ELECT TO DECLINE THE ACTIVE DUTY SERVICE COMMITMENT MUST ALSO ESTABLISH A RETIREMENT OR SEPARATION DATE. NOTE: OFFICERS MAY STILL BE REQUIRED TO PROCEED ON THE ASSIGNMENT IF AF NEEDS SO DICTATE.

10. ELIGIBILITY WAIVER PROCEDURES:

A. WAIVER AUTHORITY: AFPC/DPA IS THE WAIVER AUTHORITY FOR GENERAL ELIGIBILITY CRITERIA. THE SPONSORING AIR STAFF FUNCTIONAL, 2-LETTER OR EQUIVALENT, OR THEIR DESIGNATED REPRESENTATIVE, IS THE WAIVER AUTHORITY FOR AFSC SPECIFIC CRITERIA.

B. REQUESTING AUTHORITY: ALL WAIVER REQUESTS MUST COME FROM THE OFFICER'S SENIOR RATER.

C. WAIVER PROCESS: ELIGIBILITY WAIVERS MUST BE EMAILED TO THE AFPC POC AND MAJCOM POC BY THE APPROPRIATE MILESTONE DATE. OFFICERS WANTING TO REQUEST A WAIVER MUST CONTACT THEIR CORE AFSC ASSIGNMENT TEAM FOR GUIDANCE.
