HAB
is committed to improving care and support services for people
living with HIV/AIDS in severely affected regions of the world.
The bill for the Emergency Plan for AIDS Relief (PL 105-25),
was signed into law by the President on May 27, 2003. These
funds are critical, because transfer of expertise in care
delivery can yield exponential returns in the lives of countless
individuals living with HIV disease.
HRSA,
through an intradepartmental delegation of authority from
CDC,
is increasing access to international HIV/AIDS care, treatment,
and support by:

training activities to develop human capacity |

Sharing
knowledge to strengthen clinical and administrative systems
to build networks of comprehensive HIV/AIDS care |

Designing
innovative care and support models to remove barriers to care |

Assessing
the effectiveness of specific models of care to promote replication
of best practices |

Strengthening
the capacity to collect data and monitor and evaluate data on
health care services to improve quality of care and quality
of life for people living with HIV/AIDS |

Establishing
partnerships that support human resource capacity development
|

Learning
from other countries to improve our technical assistance capacity |

STRATEGIES |
|
Providing
support to developing countries to rapidly expand the pool of
trained providers, managers, and allied health staff to improve
HIV/AIDS, TB, and malaria services. HRSA/HAB's International
AIDS Education and Training Center (ITECH) in collaboration
with The
Univ. of Washington and UCSF
has conducted over 12 assessments over the past year. |

Developing
monitoring and evaluation systems for measuring the impact of
care and support programs in collaboration with Centers
for Disease Control and Prevention (CDC) and US
Agency for International Development (USAID). |

Supporting
a number of projects whose aim is to improve health care services
in the following areas: nursing care, palliative care, stigma,
service integration, referral systems, and models of care. |

Developing
training material for limited resource settings. |
