Description
- The purpose of this Modification to BAA04-03 is to clarify several areas
of the Proposer Information Pamphlet (PIP) to BAA04-03. The following is
applicable: 1) For the technical topic areas noted in the BAA and PIP,
proposers should specifically note that they are REQUIRED to provide a
complete solution for any technical area indicated. Specifically, proposers
MUST offer a proposal for the BASE Effort and OPTION effort for any
technical topic area contemplated. The research effort in any particular
technical area IS NOT segregable. Proposers MAY NOT, for example, bid the
BASE Effort for one research area and the BASE Effort of another area,
without also including the OPTION effort in their proposal, or any other
such combination that does not provide a proposed complete solution. 2) On
Page 4 of 25 of the Proposer Information Pamphlet (PIP), Section 1.1;
DELETE: The type of award instrument is subject to negotiations. INSERT: The
type of award instrument will be determined by the government, as is
appropriate under the circumstances. 3) On Page 8 of 25 of the PIP, Section
1.8; Proposers should not submit any question to the government that
contains company proprietary information, as the government anticipates
posting all questions and answers for review by all interested proposers.
