The Federal Labor Relations Authority (FLRA) today announced changes in the jurisdiction of the seven Regional Offices managed by its Office of the General Counsel. The purpose of the changes is to continue efforts to improve operations and increase the effectiveness of services. Effective January 1, 1999, the geographic jurisdiction of the Boston, Washington, and San Francisco Regional Offices will expand as follows: cases arising in Puerto Rico will be handled by the Boston Region; cases arising in Europe and North Carolina will be handled by the Washington Region; and cases arising in Idaho and Nevada will be handled by the San Francisco Region. In addition, the Washington Regional Office has relocated. Its new address is noted on the updated Regional Office geographic jurisdiction listing on the reverse side, along with contact information for all of the Regional Offices.
The FLRA is an independent agency that administers the labor-management relations program for 1.9 million federal employees worldwide, 1.1 million of whom are exclusively represented in 2,200 bargaining units. The Office of the General Counsel is the independent investigative and prosecutorial component of the FLRA that investigates and settles or prosecutes unfair labor practice charges. The General Counsel also periodically issues guidance to the FLRA's Regional Directors on the parties' legal rights and duties in the context of resolving unfair labor practice charges.
