DHS Announces Proposed New Human Resources System

Submit Comments

Congress gave the Department of Homeland Security (DHS) authority to develop new personnel systems in several areas, including pay and classification, performance management, disciplinary matters, and labor-management relations.  Secretary Ridge and Director James of the Office of Personnel Management (OPM) have been working on what the new systems should be and how to fairly administer them.

The proposed regulations for the Department's new HR System have been published in the Federal Register.  They also can be accessed online at www.epa.gov/edocket.  All employees, along with members of the public, now have an opportunity to review and submit formal comments on the proposed system.  All interested individuals are encouraged to share their thoughts recommendations and concerns.  The deadline for submitting public comments is March 22, 2004.

To help in this effort, the Secretary and the Director assembled a design team comprised of DHS managers and employees, personnel experts from DHS and OPM, and representatives from the agency's three largest unions, the American Federation of Government Employees, the National Treasury Employees Union, and the National Association of Agriculture Employees.
