Section I: Definitional Mission, Desk Studies and New Projects

* * * Important New Procedures for Definitional Mission Opportunities for Small Businesses * * *

Small American businesses play a vital role in USTDA’s decision-making process. Many of our contracts, such as Definitional Missions (DMs) and Desk Studies (DSs), are reserved exclusively for small businesses. Both types of contracts provide USTDA staff with technical expertise to guide the agency’s decisions on the funding of feasibility studies that support projects in sectors such as transportation, energy, health, water and environment, telecommunications, and/or project financing.

Small firms that are interested in competing for a contract to conduct Desk Studies (DS) must register their company on-line in TWO places: (1) USTDA's Consultant Database {register at www.ustda.gov} and (2) Central Contractor Registration (CCR) database {register at www.ccr.gov}.  The on-line registration process is straightforward, quick and easy. USTDA is making a change in its Definitional Mission (DM) solicitation process to streamline it. All DM solicitations up to $100,000 will now be announced and posted at the Federal Business Opportunities (FedBizOps) website at www.eps.gov under the U.S. Trade and Development Agency. These FedBizOps announcements will be a combined synopsis/ solicitation and will constitute the only solicitation. Written solicitations will no longer be issued by the USTDA Contracts Office. The statements of work for each of these solicitations will be publicized in a FedBizOps modification to the solicitation. The DM solicitations will normally be set aside for small business concerns. In addition, USTDA’s DM Hotline is no longer announcing DM solicitations under $25,000 since all DM solicitations are now being announced on FedBizOps.

The following projects listed below have been identified by USTDA as good prospects for U.S. exports. Upon completion of these assessments, many of these projects will be approved for a USTDA-funded feasibility study. U.S. engineering and construction firms can use this information as a "heads up" on future feasibility study bidding opportunities, which will be announced in the FedBizOpps (www.eps.gov). Suppliers and manufacturers should continue to monitor these projects for possible future sales. Note: items marked with a check (Ö) are new listings for this section.

China

 

Energy and Power
This Definitional Mission to China will evaluate up to five environmentally friendly petrochemical/energy related projects for potential USTDA grant funding.
Status:  Intratech, Inc. was selected to perform this Definitional Mission.  The final report is expected to be available by late December. 

 

Mongolia

 

Mining and Natural Resources
A Definitional Mission consultant will travel to Mongolia to identify areas of potential opportunity for USTDA support in the mining sector.
Status:  Gerald V. Jergensen was selected to perform this Definitional Mission.  The final report is expected to be available by late December.  

 

Transportation
A Definitional Mission consultant will travel to Mongolia to identify areas of potential opportunity for USTDA support in the transportation sector.
Status:  TERA International Group was selected to perform this Definitional Mission.  The final report is expected to be available by late December. 

 

Regional Asia

 

Multi and Other
This Definitional Mission to the Asian Development Bank (ADB) in Manila, Philippines will help USTDA define a scope of work and budget for a Technical Advisor to help develop a counter-terrorism project implementation pipeline in cooperation with ADB.
Status:  Decision Analysis Partners was selected to perform the Definitional Mission.  The final report is expected to be available by late October.

 

Thailand

 

Energy and Power
USTDA approved funding for a Definitional Mission (DM) to Thailand to assess proposed Liquefied National Gas (LNG) projects, including a major LNG Receiving Terminal project, for PTT Public Company Limited.  The DM will also review gas-fired power generation projects related to the LNG terminal that would be suitable for USTDA grant funding.
Status:  Power Tech Associates was selected to perform the Definitional Mission.  The final report is expected to be available by late November.

 

Europe/Eurasia

 

Afghanistan

 

Services
This USTDA-funded Definitional Mission will evaluate the proposed Standards Program project in Afghanistan and provide training to the top management of the future National Institute of Standards.
Status:  Masri International was selected to perform this Definitional Mission.  The final report is expected to be available by late December.  

 

Azerbaijan

 

Telecommunications

USTDA is funding a Definitional Mission to Azerbaijan to examine several projects for the newly established Ministry of Communications and Information Technology.

Status:  Global Resources was selected to perform this Definitional Mission.  The final report is expected to be available by late October. 

 

Czech Republic

 

IT/CPT
This USTDA-funded Definitional Mission will investigate potential information technology project opportunities in the Czech Republic.
Status:  Service Associates International, Inc. was selected to perform this Definitional Mission.  The final report is expected to be available by late November. 

 

Macedonia

Energy and Power
This Definitional Mission will review several projects in the energy sector in Macedonia as they relate to the privatization of the Electric Power Company of Macedonia.
Status:  Enviromation, Inc. was selected to perform this Definitional Mission.  The final report is expected to be available by late December. 

 

Regional Europe/Eurasia

 

Energy and Power
USTDA approved funding for a Definitional Mission on the hydroelectric power sector in Tajikistan and Kyrgyzstan.
Status:  C.J. Aron Associates was selected to perform this Definitional Mission.  The final report is expected to be available by late December. 

 

Agribusiness
USTDA is funding a Definitional Mission to Tajikistan and Kyrgyzstan for potential opportunities in the agribusiness/food processing sector.
Status:  The Peoples Group, Ltd. was selected to perform the Definitional Mission.  The final report is expected to be available by late December.  

 

Energy and Power
This USTDA-funded Definitional Mission will assess opportunities in the renewable energy sectors, specifically, wind, solar, and biomass, in Azerbaijan and Uzbekistan.
Status:  Enviromation, Inc. was selected to perform this Definitional Mission.  The final report is expected to be available by late October.

 

Transportation
USTDA approved funding for a Definitional Mission to assess the feasibility of constructing a highway across the South Caucasus region.

Status:  TERA International Group was selected to perform this Definitional Mission.  The final report is expected to be available by late October.

 

Romania

USTDA approved funding for a Definitional Mission
consultant to travel to Romania to examine several projects in the information and communications technology sector.
Status:  Chesapeake Analytics Corporation was selected to perform this Definitional Mission.  The final report is expected to be available by late November. 


Russia

USTDA approved funding for a Definitional Mission consultant to travel to Russia to examine several projects in the oil and gas sector.

Status:  S.H. Lucas & Associates, Inc. was selected to perform the Definitional Mission.  The final report is expected to be available by late October.

 

Human Resources
USTDA approved funding for a Definitional Mission to evaluate several projects in the health care sector in Russia.
Status:  McCarthy-Komendera, LLC was selected to perform the Definitional Mission.  The final report is expected to be available by late October.

 

Serbia and Montenegro

Telecommunications
USTDA approved for a Definitional Mission consultant to travel to Kosovo and investigate potential telecommunications opportunities.
Status:  Washington Strategic Advisors, LLC was selected to perform this Definitional Mission.  The final report is expected to be available by late November.

 

Tajikistan

 

Mining and Natural Resources
The U.S. Ambassador to Tajikistan made a request to USTDA to examine the mining sector, among others, as a potential area for economic development and U.S. investment.
Status:  The Definitional Mission was competed on FedBizOpps (www.eps.gov) and closed September 14.  Contractor selection is currently underway. 

 

Latin America & the Caribbean

 

Argentina

 

IT/CPT
The objective of this USTDA-funded Definitional Mission is to evaluate prospective projects in the information communications technology sector in support of Argentina's national
strategy for trade capacity building.
Status:  The M Group was selected to perform the Definitional Mission.  The final report is expected to be available by late November.

 

Brazil

 

Telecommunications
USTDA is funding a Definitional Mission to evaluate
telecommunications and information communications techno-logy projects in Brazil.
Status:  Martin Morell was selected to perform the Definitional Mission.  The final report is expected to be available by late November. 

 

Transportation
USTDA is funding a Definitional Mission to evaluate intelligent transportation systems projects in Rio de Janeiro.
Status:
  Hernan E. Pena, Jr. has been chosen to undertake the Definitional Mission.  The final report is expected to be available by late October.

 

Water and Environmental
A Definitional Mission has been approved to evaluate environmental projects in the State of São Paulo for potential USTDA funding.
Status:
  KUPS International, LLC was selected to perform this Definitional Mission.  The final report is expected to be available by late October.

 

Chile

 

Transportation
USTDA approved funding for an expanded Definitional Mission to evaluate projects at the Ports of San Antonio and Valparaiso and to identify other possible port projects in Chile for USTDA funding consideration.
Status:
  TERA International Group was selected to perform this Definitional Mission.  The final report is expected to be available by late October.

 

Colombia

 

Agribusiness
USTDA approved funding for a Definitional Mission consultant to evaluate three agroindustrial inspection and distribution projects from Center of Logistics and Transportation Activities in Colombia.
Status:
  The Peoples Group, Ltd. was selected to perform the Definitional Mission.  The final report is expected to be available by late October.

 

Energy and Power
USTDA gave approval for a Definitional Mission consultant to explore new alternative energy solutions in Colombia.
Status:
  Econergy International Corporation has been chosen to undertake the Definitional Mission.  The final report is expected to be available by late October. 

 

Telecommunications
USTDA approved funding for a Definitional Mission consultant to evaluate five telecommunications projects from the Government of Colombia.
Status:
  Telecom/Telematique, Inc. was selected to perform the Definitional Mission.  The final report is expected to be available by late November. 

 

Mexico

 

Water and Environment

USTDA approved funding for a Definitional Mission to evaluate a request for a feasibility study on three separate projects aimed at the modernization of the city of Tijuana's water and waste treatment capacity.

Status:  Overseas Systems Corporation has been chosen to undertake the Definitional Mission.  The final report is expected to be available by late October.

 

Transportation

USTDA approved funding for a Definitional Mission to evaluate two separate multi-modal port projects in Northwest Mexico.

Status:  S. Rowitz & Associates, Ltd. was selected to perform this Definitional Mission.  The final report is expected to be available by late October.

 

Peru

 

IT/CPT
The purpose of this Definitional Mission is to evaluate two
E-government projects for the Government of Peru.

Status:
  Washington Strategic Advisors, LLC was selected to perform this Definitional Mission.  The final report is expected to be available by late October.

 

Energy and Power
USTDA approved funding for a Definitional Mission consultant to evaluate PERUPETRO's request for technical assistance on proposed projects aimed at the expansion of hydrocarbon exploration and identification in Peru.
Status:
  Merklein & Associates, Inc. was selected to perform this Definitional Mission.  The final report is expected to be available by late October.

India

Energy and Power
A Definitional Mission consultant will travel to India to evaluate several USTDA waste-to-energy projects which have stalled for various reasons.
Status:  S.H. Lucas & Associates, Inc. was selected to perform the Definitional Mission.  The final report is expected to be available by late October

A Definitional Mission has been approved for a consultant to travel to India to identify and evaluate potential USTDA activities in the power generation, transmission and distribution
sector.
Status:  Commonwealth Power Corporation was selected to perform the Definitional Mission.  The final report is expected to be available by late October.

 

Regional Middle East, North Africa, South Asia

This USTDA-funded Definitional Mission will review projects in railway infrastructure; transport facilitation, including customs and border-crossing areas; road infrastructure; and aviation in key West Economic and Monetary Union member states in West Africa.
Status:  Tusk Financial was selected to perform the Definitional Mission.  The final report is expected to be available by late December.

 

Transportation

USTDA will contract with a Definitional Mission consultant team to review transportation projects in Kenya and Tanzania.
Status:
  Harral Winner Thompson Sharp Lawrence, Inc. was selected to perform the Definitional Mission.  The final report is expected to be available by late December.  

 

Agribusiness
An expanded Definitional Mission was approved for a consultant to travel to Benin and Mali to identify areas of potential opportunity for USTDA support in the agriculture sector.
Status:  The Peoples Group, Ltd. was selected to perform the Definitional Mission.  The final report is expected to be available by late October.
