TDA Feasibility Study Grant to Help Energize U.S. Exports for Turkish Power Project

Washington, DC (January 28, 1999) ó The U.S. Trade and Development Agency today announced a
$261,600 grant to a private Turkish company, Cerrahogullari T.A.S., that is working with the Municipality of Izmit on a feasibility study for a 60 MW greenfield combined-cycle project in Turkey. The Energy Transportation Group of New York, New York will conduct the $523,200 study, cost-sharing the balance.
'Foreign competition to develop projects using co-generation technology has dramatically increased
over the last decade," said TDA Director J. Joseph Grandmaison. 'TDA is pleased to offer this grant as part of the agencyís ongoing effort to help Turkey alleviate severe electricity shortages using efficient and environmentally-sound U.S. technology."
Since the late 1980ís, the Turkish government has been actively pursuing a policy of greater economic and administrative freedom in the countryís local governments. Today, there are a large number of local administrations successfully developing and managing large infrastructure and commercial projects. This power project, being developed by Izmitís Municipal administration and Cerrhogullari T.A.S., is a solid example of the success of this policy.
This proposed combined-cycle power plant would provide approximately 48.2 million kcal of energy for district heat during the critical winter months. In a joint statement released by ETGís co-chairmen, Kimball C. Chen and Kendall G. Chen noted, 'This plant will utilize the exhaust from a gas turbine to power a 20 megawatt steam turbine generator." The required fuel for the plant will be supplied through IZGAZ, a gas supply venture co-owned by the Municipality.
Potential U.S. exports for this $40 million project may include gas combustion turbines, an extraction steam turbine/generator, plant control systems and instrumentation, a heat recovery steam generator and a gas supply station. Potential services to be procured include engineering, project management, and technical and startup support.
