SEER-DMS Project Definition
A project definition is an informal contract among the project stakeholders which defines the purpose and boundaries of a given effort and determines the parameters of a meaningful and effective solution.
The following are the components of the SEER Data Management System's project definition.
- Stakeholders - anyone who can impact or be impacted by the effort;
- Intentions - the organizations' reasons for initiating this effort, and the results that are expected from the effort;
- Values - beliefs and priorities that were identified to enable consistent decisions and actions in unanticipated situations;
- Focus Statement - the individuals, operations, and level of detail to be considered in the development of the solution;
- Context - a mechanism for considering opportunities, facts, and potential risks;
- Project Approach - set of techniques and methods that will be used in the project;
