am a Potential DoD Contractor. How do I register for DTIC?
- If your company does not have current
contracts or grants with DoD, the Potential Contractors Program (PCP)
provides technical information support through DTIC to industrial companies,
educational institutions, non-profit technical organizations, and individuals
with adequate research and development capabilities. Applications to
be certified as a PCP must be made through one
of the military services or the Defense
Advanced Research Projects Agency (DARPA). Each has eligibility
criteria, guidelines, forms, and other informational material unique
to its individual program. You need authorization from only one agency
or program to register with DTIC.
I am a researcher
at a university or college funded by DoD or funded by another U.S. Federal
Government Agency. How do I register for DTIC?
I am a participant
of the Small Business Innovation Research/Small Business Technology Transfer
(SBIR/STTR) program. How do I register for DTIC?
I have a current SBIR/STTR award.
I do not yet have an SBIR/STTR

I am a faculty member,
staff member, or student of a Historically Black College and University
(HBCU), Hispanic Serving Institution (HSI), Tribal College and University

Why must I register
in order to receive DTIC Information?
- DTIC's collection includes information
that describes research performed, sponsored, and cosponsored by DoD
on various topics. This information carries security classifications
up to the Secret level and is always marked by the originating office
to show how it can be distributed. To ensure that the distribution of
this sensitive data is not compromised, users are required to register
with DTIC.
- Based on the data submitted by potential
users during the registration process and upon verification of that
data, DTIC adds the user to its central registry file of authorized
users. The registry file contains the user's level of security clearance
and subject interest profile. All requests for DTIC products and
services are validated against the registry file for site classification,
registration status, and/or subject matter need to know.
Unclassified, unlimited
and unclassified, limited distribution information:
The Defense Department's scientific and
technical information is always marked by the office that originates the
document to show how it can be distributed. Some information is classified
to protect national security. DTIC's databases contain classified information
that may be marked CONFIDENTIAL or SECRET.
DTIC's databases also contain information
that although not classified is still sensitive for various reasons. These
documents are marked to show why the information is sensitive and to whom
the document can be distributed. Such documents are considered UNCLASSIFIED
but LIMITED as to its distribution.
The majority of information in DTIC's databases
is not classified or limited but can be released to anyone. This is referred
to as UNCLASSIFIED, UNLIMITED.
Many of the limits on distribution have
to do with whether or not the user is an employee of the Department of
Defense, an employee of other U.S. Government organizations, or a contractor
for either the DoD or other U.S. Government Organizations. Due to these
distribution limitations, access to DTIC data and DTIC's registration
processes are different for different groups of users.
