Registration Guide - Introduction

About DTIC The Defense Technical Information Center (DTIC®) is the central point within the Department of Defense (DoD) for collecting, storing, and distributing scientific and technical information. DTIC's products and ser-vices are available to U.S. Government organizations, their contractors, subcontractors, and potential contrac-tors. To become a user applicants must register for DTIC services.

A Word About Security

DTIC's collections contain information that is:

  • classified Confidential or Secret,
  • sensitive, and therefore its distribution is
    limited
  • unclassified (and available for public release)

Through out our homepages, there are references to classified information, to information that is unclassified but limited, and to information that is public release, or unclassified /unlimited.
Information can be sensitive (and therefore limited) for a number of reasons:

  • Privacy - to protect the privacy of individuals and (much less commonly) corporations.
  • Copyright - materials may be placed in our collection that have been copyrighted, and DTIC is responsible for protecting those rights.
  • Proprietary information - information about companies that do work for the Defense Department whose business processes are protected.
  • Contractor performance evaluations by government monitors.
  • Software documentation.
  • Administrative or operational use by the authoring organization.
  • Premature dissemination would harm the national interest.
  • Direct military support is being provided.
  • Information about foreign governments.
  • Information that is the result of tests or evaluations of military hardware or processes.
  • Technology that has been deemed militarily critical and is not to be shared with other nations.
  • Information to be safeguarded that has been specified by law, regulation or other formal Defense Department Guidance.


Purpose of This Guide This guide describes registration procedures by which eligible U.S. Government organizations and their contractor communities register for access to DoD scientific and technical information from DTIC. You can find the "Easy Step" instructions at the end of this guide to assist you in completing all the necessary steps for registering with DTIC.

DD Form 1540 DD Form 1540, Registration for Scientific and Technical Information Services, serves as DTIC's registration form. Each application identifies a person who is responsible for communicating with DTIC. This person must be both eligible and authorized to receive the information requested. Products and services ordered from DTIC shall always be addressed to this individual. Note: In addition to being available in paper format, an electronic version of this form is available at http://www.dtic.mil/dtic/registration/reg_forms.html.

DD Form 2345 DD Form 2345, Militarily Critical Technical Data Agreement Certification, must be completed by contractors if they wish to access export-controlled data.

Registration
(By Telephone/Email)
DoD organizations requesting access to unclassified/unlimited or unclassified /limited information may register by telephone, email or fax.

Non-DoD Government organizations requesting access to unclassified /unlimited information may register by telephone email or fax.

Contractors can only register by regular mail or fax.

DD Form 254 is now accepted by DTIC for access to unclassified information only and may be used in lieu of a DD Form 1540. A cover letter stating that unclassified access only is being requested must accompany the DD Form 254.
