Arkansas Mails Absentee Ballots for Overseas Voters

Arkansas Secretary of State Charlie Daniels announced that absentee ballots would be mailed to overseas voters before the close of business on Friday October 8, 2004, despite the recent concern that standard absentee ballots would not be printed in time to make the deadline provided for by state law. The court-ordered delay arose because of challenges to third-party candidate Ralph Nader's appearance on the presidential ballot.

The counties that have already printed regular state absentee ballots will mail them out. Those counties without printed ballots will mail a Federal Write-In Absentee ballot to each overseas voter who has applied to vote in the November 2 election.

For this election, the Federal Write-In Absentee Ballot may be used by overseas voters to write-in candidates of their choice for federal, state and local races.

The candidate list, specific to each county, will be mailed with the ballot and is available at the candidate list link below. The list includes all federal, state and local races, from president to district constable in every county. The clerks will mail the lists along with the Federal Write-In Absentee Ballot today. An instruction guide, a letter to the voter and the troop's voting assistance officer will help soldiers complete their ballots and return them in time to be counted.

If voters complete both the Federal Write-In Absentee Ballot and the standard absentee ballot, by law, the county election commission will only count the standard ballot.

Your ballot must be executed not later than the date of the election and returned to the local election official so that it arrives by 5:00 p.m. ten calendar days after the election.

To view the information available to overseas voters, visit the Arkansas Secretary of State's military voting web page at http://www.sos.arkansas.gov/ and click on "Elections" then select "Voting-Military.
