USITC Votes to Reject Dumping Duties on Ball Bearings from China
Imports did not hurt domestic manufacturers, trade panel says

The U.S. International Trade Commission (USITC) has voted against imposing antidumping duties on U.S. imports of ball bearings from China.

In a 4-0 vote, the commissioners April 3 made a final determination that the imports did not injure or threaten U.S. producers.

As a result of the negative determination, the duties collected so far by the U.S. Customs Service on the imports subject to the investigation will be returned to importers.

Imposition of antidumping duties requires final affirmative determinations both from the Department of Commerce that dumping occurred and from the USITC that the imports injured or threatened U.S. industry.

In a March 6 final determination the Department of Commerce said that the imports of ball bearings from China were dumped on the U.S. market.

Dumping is the sale of an export good at a price below the home-market or a third-country price, or below the cost of production.
