1) You may call the toll-free number anytime. Customer service representatives are available from 8 a.m. to 8 p.m. Eastern Time, Monday through Friday, excluding holidays. (During the hours and days when customer service representatives aren't available, the option for contacting them isn't announced.) Electronic Services for Treasury Bills, Notes, and Bonds are available according to the published schedule. Other phone services in the above menu are available 24 hours a day to touch-tone callers.

2) If you don't have a touch-tone phone, yes, you can use the 800 phone service. However, you will need to call during hours when customer service representatives are available (see previous paragraph) and wait for one to answer.
