Electronic Information Exchange Instructions for First Time Users

Seven steps are involved to begin using EIE: two to start up, three to request or retrieve a certificate to use the system; and two to submit or retrieve a document. See also the related links in the blue navigation column to the left for additional detailed instructions.

Browser Set Up

  1. Download and install the UWI Viewer for your browser. (If you have already downloaded and installed the viewer, you may skip this step.)

  2. To download required additional files for your browser, take the following steps. (If you have already downloaded these files and installed the plugin, using either browser listed in the bulleted items, proceed to Step 3.)
    • If Using Netscape Communicator (4.x or higher)
      - Check to see if you already have the plugin installed
      - If not, download the plugin.

Proceed to Step 3. If you need more help refer to the Quick Start Guide PDF Icon page 9.

Request and Retrieve a Certificate

Only individuals on an Authorized Certificate List (ACL) may submit documents electronically to the NRC. Each licensee prepares an ACL of the names and e-mail addresses of individuals allowed to submit documents electronically to the NRC. For more information, see Electronic Submittal Guidance.

  1. To enroll in EIE by requesting a Digital Certificate from Verisign, go to the Verisign/NRC Page exit icon and select, "Enroll for a Digital ID." After submitting your enrollment form, you will be notified by e-mail that your form was received, and you will receive approval and instructions on how to retrieve your Digital ID by e-mail.
  2. Save the personal identification number (PIN) you received in Step 3. Keep this PIN in a safe place because you will need it to retrieve your certificate.
  3. To retrieve your Digital ID Certificate, you must use the same computer that was used to submit the enrollment form. Go to the VeriSign/NRC page exit icon, and click on the "Retrieve your Digital ID" (per your browser). When you receive the message, "Digital ID Installation Complete," you are finished.

Proceed to Step 6 unless you need Help Requesting a Certificate.

Submit or Retrieve a Document

You should now be ready to submit or receive a document

  1. To submit a document, see section 3 of NRC's EIE Instructional Guide PDF Icon, enclose the document, sign it, and submit it to the NRC. After reading the instructions go to the EIE Submission Form to start.

  2. To search for and retrieve signed documents, Go to the Search Page.
