Daniel John Bloom is the Director of the Advocacy Center at the
Department of Commerce's Office of Trade Development. His background
in trade, project finance, marketing products overseas and expertise
in providing financial consulting services to international private
sector companies blend well with the Advocacy Center's goal of ensuring
opportunities for American companies.
Dan's focus is on providing U.S. businesses, especially small-
and medium-sized firms, with effective, results-oriented support.
He led an effort to bring export financing to those firms that
seek advocacy by teaming with the U.S. EX-IM Bank. Such team efforts,
he believes, will make U.S. bids more attractive in overseas competitions.
It also responds to the oft-repeated pleas by U.S. exporters for
more "one-stop shopping", and he is planning more such
initiatives with other USG agencies.
To also help U.S. companies compete more effectively, Dan now
leads an initiative called "early project development."
The purpose is to identify, through our network of worldwide contacts,
those projects that are under consideration long before they become
international tenders. This project is designed to give U.S. firms
an "edge" in the fiercely competitive overseas market
for government procurements.
Before joining the Advocacy Center, Dan served as a Partner at
Argonaut Enterprises, LLC, an international trade and project
finance consulting firm in Alexandria, Virginia. The firm is owned
by the law firm of Thompson & Waldron. In this capacity, he
participated in merchant banking activities and project developments.
Dan's previous experience also includes initiating an international
trade and finance program for client banks and other businesses
while working for Hill and Knowlton.
He served as Deputy Director of the Bankers' Association for
Financing Trade (BAFT), the oldest international banking trade
association in the United States. He also served the Export-Import
Bank as a Project Manager.
He has served senior members of Congress including the Honorable
Henry J. Hyde, Chairman of the House International Relations Committee
and the Honorable F. James Sensenbrenner, Chairman of the House
Judiciary Committee.
Dan authored a monthly column in the International Trade Finance
Report and has written several other publications for the
Small Business Administration and the Ex-Im Bank Working Group
on Small Business.
