As described in the summary of Provisions, Title VI of the "Tribal Self-Governance Amendments of 2000," Public Law 106-260, enacted August 18, 2000, requires that the Department of Health and Human Services (DHHS) "conduct a study to determine the feasibility of a tribal self-governance demonstration project for appropriate programs, services, functions, and activities (or portions thereof) of the agency." The Department must submit a report to the Congress on its findings and recommendations by February 2002. The consultation protocol discribes the agreements about the feasibility report development process. The study is examining programs of the Department to determine which could be included in a self-governance demonstration.

The Demonstration Feasibility Study underscored the need to begin planning an evaluation of the effectiveness of Tribally-Managed Programs. The first step toward such an evaluation is to determine whether sufficient, accessible, and meaningful data is available, in order to make a definitive evaluation possible. Therefore, an evaluation feasibility study has been funded.
