OPM Associate Director Marta Perez Addresses the Council of Governments
Discusses the need for the strategic management of human capital
Washington, D.C. - Continuing the U.S. Office of Personnel Management's outreach efforts to educate those at the forefront of reshaping the federal workforce, OPM Associate Director Marta Brito Perez addressed the latest Metropolitan Washington Council of Governments (COG) meeting. During her speech, Perez specifically explained the importance of the strategic management of human capital.
"OPM Director Kay Coles James believes in the viability of the federal workforce," said Perez. "However, she also believes it will only become stronger and ready to deliver results if it is managed strategically. That is what we are working on at OPM and other agencies...and we are seeing the payoff."
The Strategic Management of Human Capital is the first initiative in the President's Management Agenda, and it is the government's overarching strategy to transform how agencies manage their staff resources. The four guiding principles being used to implement the initiative include: preserving the ideals of the civil service, maximizing human resources flexibility, leveraging the federal government's scale and technology, and using governmentwide collaboration and coordination.
"Agencies are striving to transform the workplace from one focused on process into one focused on performance and results, and OPM is proud to be leading this transformation," said Perez. "Today, over 200,000 employees are working in organizations that have been transformed into citizen-centered, result-oriented workplaces. And as the government's workforce evolves, OPM and other agencies will be transformed into first-rate organizations."
The future of the strategic management of human capital includes: linking accountability systems with human capital plans, continuing to focus on succession planning, using knowledge management programs to improve competency in mission critical occupations, providing aggressive hiring timeline goals, and using outcome measures.
COG consists of public sector representatives from Washington D.C., Maryland, and Virginia. One of its main responsibilities is to ensure the safety and well being of federal, state and local employees.
