Naval Reserve Scientists and Engineers Making a Difference
Focus Areas

There are three general types of focus areas for Program 38 activities. The areas are aligned to organizations, functions, or liaison. Focus areas generally support one major customer in the Naval Research Establishment, although in some cases one Focus Area Coordinator (FAC) may manage several related customer relationships. The present focus areas are:

Naval Research Laboratory (NRL)

Photo - A 50-foot radio telescope dish atop NRL's main administration building is the unofficial symbol of the Laboratory.NRL is the corporate research laboratory for the Navy and Marine Corps, conducting a broad program of scientific research, technology and advanced development. Program 38 provides a cadre of Naval Reserve personnel responsive to Fleet technology needs, having experts in many diverse scientific and technical fields who are experienced in Fleet operations and technology applications.

With a mission to implement science and technology solutions that improve Fleet readiness for crisis response, regional conflict and global war, opportunities for support are advertised on Edison, the Naval Reserve S&T Opportunities Database, an on-line marketplace where reservists with science and technology skills can browse and apply for research and support opportunities posted by scientists, project managers and reserve coordinators in the Naval Research Enterprise.

ONR Global (ONRG)
Provides worldwide technical outreach and promotes international technology collaboration through direct support to ONRG's Overseas Offices in London, UK, Tokyo, Japan, Santiago, Chile, Singapore, Russia, and Australia; the Naval Research Science Advisors (NRSAs) on Fleet and Force Commander staffs; and the ONR Headquarters International Liaison Office (ILO) and TechSolutions.
Sea Trial
One of the six components of Sea Power 21, the mission is to assess the potential of new technologies to transform war fighting through:
  · Participation in the planning, execution and analysis of operational experiments, technology demonstrations, and war games that are of high interest to ONR or NRL Photo - A Landing Craft Air Cushion (LCAC) returns to USS Oak Hill as the sun sets in the Arabian Gulf.
  · Participation in Warfare Innovation Development Teams at the Navy Warfare Development Command (NWDC) in Newport, RI
Test & Evaluation
Performing rapid formal evaluations of new technology through:
  · Planning and coordination of development and operational testing for Chief of Naval Operations (CNO) Code N912, Arlington, VA
  · Participation in the planning, execution, and analysis of operational test and evaluation activities by Commander, Operational Test and Evaluation Force (COMOPTEVFOR), Norfolk, VA
Joint Programs
Coordinates inter-service S&T Reserve Component support for high-priority projects, including support by members of other Reserve Components for ONR and NRL projects and support by members of Program 38 for Navy-Marine Corps S&T projects as well as collaborative efforts with other services, including:

  · Marine Corps Warfighting Laboratory (MCWL), Quantico, VA
  · First Marine Expeditionary Force, Camp Pendleton, CA
  · Air Force Research Laboratory (AFRL), Dayton, OH
  · Army Research, Development and Engineering Command (RDECOM), Washington, DC
  · Coast Guard Research and Development Center, Groton, CT
Science, Technology and Engineering Consortium (STE)
Coordinates Navy cross-program S&T support that is of mutual interest to participating programs, including:
  · The Naval Air Systems Command Reserve Program (Program 25)
  · The Space and Naval Warfare Systems Command Reserve Program (Program 26)
  · The Naval Sea Systems Command Reserve Program (Program 29)
Unmanned Vehicles (UV)
Provides support for independent and multi-unit projects involving the research and development of unmanned vehicles. Current projects include:
Photo - Surf-zone Crawlers carry a suite of sensors to detect mines and obstacles while rejecting clutter.   · Silver Fox Unmanned Aerial Vehicle (UAV)
  · Surveillance Targeting Acquisition Network (STAN) experiments at Camp Roberts, CA which involve multiple UVs networked together.
