Naval Reservist Support to ONR Global (ONRG)

Background Information
ONR-Global (ONRG) establishes and maintains liaison with scientific research and development agencies throughout the world, seeks out accomplishments and trends in research, and evaluates the information for possible applications to U.S. research programs. The ONRG International Field Office (IFO) Europe is in London, England, and other IFOs are located in Tokyo, Japan; Santiago, Chile; Melbourne, Australia; and Singapore.

A key element of ONRG is the Fleet/Force Division. Reservist support to Fleet/Force Division is accomplished through managing and supporting the Naval Research Science Advisor (NRSA) program. The 26 NRSAs are highly experienced senior engineers and scientists, competitively selected from the Naval Research Laboratory (NRL), Warfare Centers, or other components of the Naval Research Enterprise (NRE), and the broader National Research Enterprise, for 2 - 3 year tours on major fleet and command staffs. Each NRSA reports directly to the Flag or General officer. They are thus deployed throughout the world and are a pivotal component in the process of communicating S&T solution requests to components of the NRE and in ensuring that Fleet/Force personnel are made aware of emerging technological products that can provide an operational advantage.

Reservists also support ONR TechSolutions, which solicits direct inputs from all Fleet/Force personnel and develops near-term technologies.

Project Support Opportunities

Your CO’s endorsement, certifying approval of your participation, as well as availability of the required AT days, will be required before your application can be approved. Applicants should pre-brief their unit CO to help facilitate AT approval.
Economics Literature Analysis
The CNO's Strategic Studies Group is evaluating working papers from the Santa Fe Institute for relevance to the future Navy. Reservists are sought to work with the ONR Science Advisor to provide technical expertise for this project. An expert with an advanced degree in economics, who is familiar with the term "lock-in", is required to analyze about 10 papers. Work could be performed from the applicant's home during flex drills, or alternatively during an AT.
Conference Support Program
ONRs International Field Office (IFO) has a continuing requirement to collect and summarize the latest developments in meteorology and oceanography that are presented at international scientific conferences in Europe and Asia, yet it lacks the manpower and time to attend all of these conferences. IFO is therefore seeking to update its list of Reservists with advanced backgrounds in meteorology and oceanography that may be available to attend one or more of these international conferences on behalf of ONR and its IFO.
METOC Data Mining
ONRs International Field Office is seeking reservists with advanced skills in meteorology or applied mathematics (preferably MS. or Ph.D.) to conduct data mining focused on METOC issues. This project requires hands-on experience in data mining techniques, access to hardware that will facilitate the knowledge search, and the necessary background in meteorology or applied mathematics. The hands-on experience in data mining techniques can be obtained during a pre-arranged training session conducted at ONRs headquarters in Arlington VA by members of ONR/NRL Science and Technology Unit 103 during a drill weekend.
Advanced Data Assimilation Methodologies
ONRs International Field Office is seeking a reservist who will lead their data mining efforts focused on the discovery of advanced data assimilation methodologies including both the underlying mathematics and numerical applications in meteorology and oceanography. Anticipated follow-up activities include literature searches/summaries and surveys of late-breaking developments as presented at conferences. The hands-on experience in data mining techniques can be obtained during a pre-arranged training session conducted at ONRs headquarters in Arlington VA by members of ONR Science and Technology Unit 406 during a drill weekend.
Data Mining – Materials Science (IFO)
The ONR-IFO has an ongoing need for reservists to support current staff in materials science issues. This project will highlight extraction of data from non-standard, web-based information sources that will yield more up-to-date information than databases of journal articles and technical reports. The ideal reservist has hands-on prior experience in data mining techniques and an MS or PhD in materials science or equivalent experience.
Language Translators
IFO Asia has a continuing need for qualified Naval Reservists who can speak Japanese, or who can translate technical documents from Japanese into English. This work could be performed from home as flex drills, as well as onsite at IFO Tokyo. Note: if you possess language proficiency, especially technical proficiency, in another language, contact ifo@program38.nrl.navy.mil to determine any late-breaking requirements.
