Organization
The Program
38 Director serves as an Individual Mobilization Augmentee,
reporting to the Chief of Naval Research (CNR). All other
members of Program 38 are members of one of 17 reserve units.
The primary mission of these units is to supply a cadre
of uniquely qualified individuals for project work that
leverages the unique capabilities of the Program. The location
of these units is based on a balance between mission requirements
and demographics of personnel with required skills.

ONR/NRL Science & Technology 102, Arlington, VA
S&T 102, aligned with the Naval Research Laboratory, supports S&T requirements analysis and international armaments cooperation functions.
ONR/NRL Science & Technology 101, Washington, DC
S&T 101, aligned with the Naval Research Laboratory, staffs the NRL FAC and serves as the Program's primary liaison to the NRL CO.
ONR/NRL Science & Technology 107, Newport, RI
S&T 107, aligned with the Office of Naval Research, staffs the Sea Trial FAC and serves as the Program´s primary liaison to the Warfare Innovation Development Teams at the Navy Warfare Development Command (NWDC).
ONR/NRL Science & Technology, Headquarters 100, Arlington, VA
S&T HQ 100, aligned with the Office of Naval Research, performs liaison between the Office of Naval Research full-time staff and the Program 38 Reserve organization and fills Program 38 staff functions that are not filled by other units.

S&T 109, aligned with the Office of Naval Research, performs liasion with Commander, Fifth Fleet, Bahrain.
ONR/NRL Science & Technology 110, Houston, TX
S&T 110, aligned with the Naval Research Laboratory at Stennis Space Center, also provides support to space payloads through NASA's Johnson Space Center.
ONR/NRL Science & Technology 112, Albuquerque, NM
S&T 112, aligned with the Office of Naval Research, staffs the Test & Evaluation Focus Area, supporting the Chief of Naval Operations, Test & Evaluation Policy (N912) and Commander, Operational Test and Evaluation Force (COMOPTEVFOR) in Norfolk, VA.

S&T 111, aligned with the Office of Naval Research, supports the Naval Research Science Advisors (NRSAs) with First Marine Expeditionary Force, Camp Pendleton, CA, and Commander, Third Fleet.
ONR/NRL Science & Technology 114, Monterey, CA
S&T 114, aligned with the Naval Research Laboratory, serves as the Program´s primary liaison to NRL Monterey.
ONR/NRL Science & Technology 113, Marina, CA
S&T 113, aligned with the Office of Naval Research, leads Program 38's Unmanned Vehicle (UV) Focus Area (FA) and is responsible for all P38 direct support to ONR on UV research and development, project support, and fleet introduction of critical UV emerging technologies. ONR 113 is home to the P38 Unmanned Vehicle Focus Area Coordinator (FAC). Current work supports ONR's Code 31, specifically on the Silver Fox UAV; various efforts under the Autonomous Operations FNC at ONR; and experimental work on UVs and their networking prototyping under the auspices of the Surveillance, Targeting and Acquisition Network (STAN). This latter work is coordinated by the Naval Postgraduate School, Monterey CA. UVs under experimental development and evaluation include autonomous aircraft, underwater autonomous craft, and other autonomous devices. Work takes place at Camp Roberts, CA; MCAS Yuma, AZ; NAWC Fallon, NV; NAWC China Lake, CA and NAS PAX River, MD, as well.

S&T 103, aligned with the Office of Naval Research, staffs the ONR Global Focus Area and serves as the Program´s primary source of expertise for text data mining, supporting the ONR International Field Office, London UK, and Naval Fleet/Force Technology Innovation Office.

S&T 105, aligned with the Office of Naval Research, staffs the Joint Focus Area supporting the Norfolk area Naval Research Science Advisors (NRSA) and US Joint Forces Command, performing local coordination with Commander, Operational Test and Evaluation Force (COMOPTEVFOR) for the Test and Evaluation Focus Area.

S&T 117, aligned with the Naval Research Laboraotry, Washington, DC, supports advanced damage control technologies utilizing the ex-USS Shadwell located in Mobile, Alabama.
