Initiatives Included in the Bill:
- Provides funding for capitol project in the District, including 4.8 million to continue implementation of the Combined Sewer Overflow Long-term Plan, $7 million for the Unified Communications Center and $3 million for the Anacostia Waterfront Initiative; $8 million for the new Bioterrorism and Forensics Lab.
- Provides full funding for the school improvement program, $13 million for public school improvements, $13 million for charter schools and $14 million for opportunity scholarships to promote academic achievement and school choice.
- Provides $6 million to the District of Columbia Public Education System subject to a one-to-one match to enhance and restore elementary school libraries.
Legislative Provisions Included in the Bill:
- Retains restrictions on Federal funds for domestic partners and no local funding for abortion.
- Retains the current law prohibition on Federal and District funds from being spent on any program to distribute hypodermic needles for the purpose of illegal drug injection.
- Prohibits the use of funds in the bill to legalize or reduce penalties for the possession, use, or distribution of any Schedule 1 substance under the Controlled Substance Act or any tetrahydrocannabinol derivative (e.g. marijuana).
- Retains provision related to attorney fees in IDEA cases to require that all savings be used to expand special education services within the District.
