President's Request for FY 2005

The President has requested $2.050 billion for LIHEAP for federal fiscal year 2005,
which begins on October 1, 2004. Of this amount, (a) $1.8 billion is requested for
regular block grant funds, (b) $200 million in energy emergency funds that would
be available for the President to distribute if unexpected conditions arise, and
(c) an additional $500,000 for an evaluation study. Also, state and local governments
sometimes provide their own funds for energy assistance. The U.S. Department of
Energy also operates the Low Income Weatherization Assistance Program (WAP). Often
WAP is coordinated with LIHEAP at the local level. You can visit the WAP web site at:
