CCDF Final Regulation

The CCDF Final Rule is effective as of August 24, 1998. The CCDF Final Rule document is available in Word and PDF form.

This final rule implements the child care provisions of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 (Public Law 104-193) and incorporates technical corrections to PRWORA made by the Balanced Budget Act of 1997 (Public Law 105-33). Personal Responsibility and Work Opportunity Reconciliation Act appropriates new entitlement child care funds under section 418 of the Social Security Act and requires that these new Federal child care funds be subject to the Child Care and Development Block Grant Act. The Child Care Development Block Grant program, which was created under the original Child Care Development Block Grant Act, is a discretionary fund program. Personal Responsibility and Work Opportunity Reconciliation Act also reauthorized the Child Care Development Block Grant Act. As Personal Responsibility and Work Opportunity Reconciliation Act requires that these child care funds be administered as a unified program, the Administration for Children and Families has named the combined funds the Child Care and Development Fund (CCDF). Parts 98 and 99 are the official regulations for the Child Care and Development Fund.
