Outreach Project
THIS CONTAINS INFORMATION ISSUED BY THE U.S. ADMINISTRATION FOR
CHILDREN AND FAMILIES IN LIHEAP ACTION TRANSMITTAL NO. LIHEAP-
AT-2002-7, DATED 8/28/02
TO: LOW INCOME HOME ENERGY ASSISTANCE PROGRAM (LIHEAP)
STATE GRANTEES
SUBJECT: Request for Updated Public Contact Information for
Federal LIHEAP Outreach Project
RELATED
REFERENCES: Government Performance and Results Act of 1993,
Public Law 103-62; Section 2505 (b) (2) and (3) of
The Low Income Home Energy Assistance Act, Title
XXVI of the Omnibus Budget Reconciliation Act of
1981, Public Law 97-35, as amended; LIHEAP-IM-2002-
3, dated 11/28/01.
PURPOSE: To request that State LIHEAP grantees provide
updated public contact information for Federal
LIHEAP Outreach Project.
BACKGROUND: As indicated in LIHEAP IM-2002-3, we have chosen
as performance measures the targeting of eligible
high energy burden households and vulnerable
households as part of the Administration for
Children and Families' current plan under the
Government Performance and Results Act of 1993.
Our plan for increasing LIHEAP targeting
performance includes the distribution of a Federal
LIHEAP brochure through other Federal programs
that serve vulnerable households.
Through a contract with the LIHEAP Clearinghouse,
our LIHEAP brochure is now completed. Enclosed
are several copies of the brochure. Please feel
free to make copies of this brochure.
At our National LIHEAP T & TA Workshop held last
month, we handed out copies of the LIHEAP
brochure. We indicated at the Workshop that we
planned to have copies of the brochure distributed
through other federal programs that assist
vulnerable households.
CONTENT: We will be holding discussions in the near future
with the Head Start Program, the Administration
on Aging, and the Developmental Disabilities
Administration concerning the distribution of the
brochure through their programs prior to this
winter. We plan for each brochure to include an
insert that lists information on how the public
can contact their State LIHEAP agency for program
information.
Attached is the State LIHEAP contact list that is
displayed on our LIHEAP web site at
www.acf.hhs.gov/programs/liheap/states.htm.
Please update the information for your State, as
necessary. In addition to including updated
information in the insert, we will make the same
changes on our LIHEAP web site. If you have any
corrections to the list, please e-mail the changes
to Katina Lawson at klawson@acf.hhs.gov by
September 30, 2002. Otherwise, the information
about your State will remain unchanged.
We will keep you informed as to the implementation
of this project. If you have any concerns or
suggestions, please contact Leon Litow.
