SUBJECT: Request for Quotations - "LIHEAP Grantee
Training Workshops-Logistical Support"

REFERENCES: XXVI of the Omnibus Budget Reconciliation Act
of 1981, Public Law 97-35, as amended
PURPOSE: To transmit to grantees and other interested
parties a synopsis of a request for quotations to
acquire administrative support and assistance to
convene two (2) LIHEAP meetings or workshops.
BACKGROUND: Section 2609A(a) of the Low Income Home Energy
Assistance Act of 1981 (title XXVI of Public Law
97-35, the Omnibus Reconciliation Act of 1981,
Public Law 97-35, as amended), authorizes the
Secretary of DHHS to set aside up to $300,000 each
fiscal year to make grants to State and public
agencies and private nonprofit organizations; or
to enter into contracts or jointly financed
cooperative arrangements with States and public
agencies and private nonprofit organizations to
provide training and technical assistance related
to LIHEAP. In addition, section 2609A(b) of the
LIHEAP Act states that, "No provision of this
section shall be construed to prevent the
Secretary from making a grant pursuant to
subsection (a) to one or more private nonprofit
organizations that apply jointly with a business
concern to receive such grant."
CONTENT: Attached is a copy of a synopsis of a request
for quotations (RFQ) published in the May 15, 2000
issue of the Commerce Business Daily (CBD). You
can obtain online access to the CBD listing
through the Government Printing Office Web site at
"http://cbdnet.access.gpo.gov". The RFQ (ACF
Purchase Order No. 200101) seeks quotations for
administrative support and assistance to convene
one, two-day meeting in the base period, with one
option period to hold a second meeting.

qualified to submit quotations and wish to receive

DESC: The Administration for Children and Families (ACF), Office
of Community Services (OCS), Division of Energy Assistance
(DEA) is soliciting quotations to provide administrative support
and assistance related to the Low Income Home Energy Assistance
Program (LIHEAP). Services consist of support and logistics
to convene meeting or workshops. Section 2609A of the Low Income
Home Energy Assistance Act of 1981 (Public Law 97-35, Omnibus
Budget Reconciliation Act of 1981, 42 U.S. C. 8621, as amended),
authorizes the Secretary of the Department of Health and Human
Services to enter into contracts with state and private nonprofit
organizations to provide training and technical assistance
related to the Low Income Home Energy Assistance Program. Subsequently,
this requirement is limited to states, territories, Indian
tribes and tribal organizations, public agencies and private
nonprofit organizations.
PURPOSE: The purpose of this requirement
is to acquire administrative support and assistance to convene
one (1) meeting or workshops during the base period of performance
and to convene one (1) meeting or workshops during Option Year
One. The evaluation of all quotations will be conducted using
the following criteria: (1) Understanding of the Project -
The offeror must provide a comprehensive statement of the scope
and objectives of the project to demonstrate offeror's complete
understanding of the intent and requirements of the project.
(2) Soundness of Approach and Schedule - The offeror's proposal
must describe the proposed approach to comply with each of
the requirements that the offeror will be responsible for performing
as specified in the Statement of Work. (3) Personnel - The
offeror must provide information as to which key personnel
will be assigned or committed to this project. The percentage
of time each staff member will contribute to the project is
adequately identified. (4) Capability, Responsibility, and
Previous Organization Experience on Similar Projects - The
offeror must demonstrate sufficient breadth and depth of management
capability for accomplishing the project. This is a Simplified
Acquisition using procedures set forth in FAR Part 13 and 15.
We anticipate awarding a cost-reimbursement type purchase order.
The Standard Industrial Classification (SIC) Code is 8741.
See Note 26. The anticipated period of performance will be
a twelve (12) month base period, with one (1) 12 month option
year, if exercised. Interested parties should request RFQ ACF#200101.
The estimated RFQ date will be on or about May 26, 2000. Requests
shall be forwarded to the attention of Rosemary M. Murray,
