SUBJECT: Availability of LIHEAP Energy Notebook,
Fiscal Year 1998

PURPOSE: To transmit to state LIHEAP offices a copy of
the technical assistance publication entitled,
LIHEAP Energy Notebook, Fiscal Year 1998.
BACKGROUND: Through the LIHEAP Clearinghouse, the
Administration for Children and Families (ACF)
furnishes information and technical assistance to
LIHEAP grantees. As part of that mission, ACF
funded the development of a LIHEAP Energy Notebook
to provide LIHEAP grantees with the latest
national and regional data on home energy
consumption, expenditures, and burden; and low
income home energy trends. The Notebook also
presents information on LIHEAP performance
measurement.
CONTENT: The Notebook's home energy statistics for FY 1998
were derived from existing data sources and
analytic procedures, including:
o Household-level data on home energy available from the
national Residential Energy Consumption Surveys (RECS) and
household-level data on income available from the national
Current Population Surveys (CPS) data files.
o State-level data on residential energy prices and
expenditures from the State Energy Price and Expenditure Report.
o Other publicly available sources of data such as weather
data from the National Oceanic and Atmospheric Administration.
o End use disaggregation procedures developed by the Energy
End Use and Integrated Statistics Division of the Energy
Information Administration in the U.S. Department of Energy.
A copy of the Notebook is enclosed for each state
LIHEAP office. A copy of the Notebook's table of
contents is enclosed for tribal/territorial LIHEAP
grantees and other interested parties. A limited
number of copies of the Notebook are available
from the Division of Energy Assistance.
The Executive Summary of the Notebook also is
available electronically on the LIHEAP
Clearinghouse's web site at:
