SUBJECT:       		Low Income Home Energy Assistance Program Report to Congress for
			Fiscal Year 1996

RELATED
REFERENCES:		Section 2610 of the Low Income Home Energy Assistance Act of 1981,
                        Title XXVI of the Omnibus Budget Reconciliation Act of 1981,
			Public Law 97-35, as amended.

BACKGROUND:	        Section 2610 of title XXVI directs the Department of Health and Human
                        Services (HHS) to submit an annual report to Congress containing a
			summary of specified types of data collected on home energy use and
			households assisted under the Low Income Home Energy Assistance
			Program (LIHEAP).  In response to this requirement, the Division of
			Energy Assistance prepared the LIHEAP Report to Congress for Fiscal
			Year 1996.

                        This is the sixteenth annual report to Congress on energy assistance
			programs administered by the Department.  Overall, this Report is
			similar to the Department's previous reports.  In addition, Appendix
			K presents the results of a HHS-sponsored study on the development
			of a system to measure the performance of LIHEAP grantee programs in
			targeting LIHEAP benefits.

                        A copy of the Report is enclosed for state LIHEAP directors.  A copy
			of the Report's executive summary is enclosed for tribal/territorial
			LIHEAP grantees and other interested parties.  A limited number
			of copies of the Report are available from our office.  A copy
			can be requested by contacting Leon Litow as indicated below.

                        We would like to thank the LIHEAP grantees for their cooperation in
			completing the report.  We expect to issue LIHEAP Reports to Congress
			for FY 1997 and FY 1998 this spring through the continuing cooperation
			of our grantees and the addition of a new staff person, Katina Lawson.
			We will work expeditiously in completing the LIHEAP Reports to Congress
			for FY 1999 and 2000 by the end of this fiscal year.
