SUBJECT:         Low Income Home Energy Assistance Program Report to Congress for
                 Fiscal Year 2000

REFERENCES:      Section 2610 of the Low Income Home Energy Assistance Act
                 of 1981, Title XXVI of the Omnibus Budget Reconciliation Act of
                 1981, Public Law 97-35, as amended, LIHEAP IM-2002-13, dated
                 May 1, 2002.

BACKGROUND:      Section 2610 of Title XXVI directs the Department of Health
                 and Human Services (HHS) to submit an annual report to Congress
                 containing a summary of specified types of data collected on
                 home energy use and households assisted under the Low Income Home
                 Energy Assistance Program (LIHEAP).  In response to this requirement,
                 the Division of Energy Assistance prepared the LIHEAP Report to
                 Congress for Fiscal Year 2000.

                 This is the twentieth annual report to Congress on energy assistance
                 programs administered by the Department.  This Report is different
                 from the Department's previous reports.  The Report does not contain
                 the sections dealing with home energy data.  That information can
                 be found in the LIHEAP Home Energy Notebook for FY 2000,  which
                 was sent to State LIHEAP Grantees in May 2002 (LIHEAP IM-2002-13).
                 The LIHEAP Home Energy Notebook for FY 2002 supplements the LIHEAP
                 Report to Congress for FY 2000.

                 A copy of the Report is enclosed for state LIHEAP directors.

                 We would like to thank the LIHEAP grantees for their cooperation
                 in completing the report.  We expect to complete the LIHEAP Report
                 to Congress for Fiscal Year 2001 later this winter.
