Annual Performance Plan

The Administration for Children and Families (ACF), within the U.S. Department of Health and Human Services, is responsible for federal programs that address the needs of vulnerable children and families throughout our society, including Native Americans, individuals with developmental disabilities, and refugees.

ACF supports public and private community-based programs, and makes financial assistance and intervention programs available to States to promote economic independence, self-sufficiency and parental responsibility and to ensure the well-being, safety and stability for children and families. Many States have launched innovative efforts and are working in partnership with ACF to define benchmarks, measure performance and track results. We will continue our work with States and local communities to develop mutually agreed upon goals and measurable targets that help us improve the economic and social well-being of children and families.

As required by the Government Performance and Results Act, ACF has developed an annual performance plan covering each program activity. Performance goals and annual targets have been developed for each of the strategic goals and objectives.

Measuring whether ACF is accomplishing its annual performance goals and objectives is a critical element underpinning the ACF performance management system. This process begins with choosing realistic performance measures or indicators to assess progress; they will be included in the annual performance plan submitted with the President's budget request each year. These measures will be used to assess how well ACF had met its goals for the previous year. Specific performance targets identified in the annual performance plan will be used to project what incremental progress ACF hopes to make from year to year in achieving its strategic goals and objectives.
